Red Cross Red Crescent sees steady reconstruction progress in Aceh
and Nias

The
International Federation of Red Cross and Red Crescent Societies has
erected over 10,000 transitional shelters for tsunami-affected families
in disaster-stricken Aceh Province and Nias Island.
The transitional shelters have been designed by the International
Federation and consist of a steel frame covered with timber. They
serve as a stop-gap between tents and permanent houses, while the
construction of permanent houses continues.
In the context of this programme, led by the Indonesian Red Cross
(Palang Merah Indonesia-PMI), working in partnership with 32 other
Red Cross and Red Crescent Societies, the beneficiary communities
and NGOs, the International Federation, in coordination with the government,
is set to build 20,000 transitional shelters.
The Federation has also committed to build 21,882 permanent houses
as part of the overall humanitarian response to the tsunami tragedy.
“It’s a big challenge, but getting people out of tents
or barracks, and into transitional houses, and thereafter permanent
housing is our priority,” says Peter Cameron, the Federation’s
Deputy Head of the Indonesia Delegation.
Daud (70 years old), who has moved into one of the temporary shelters,
was relieved that his family now had a better place to stay, “This
shelter is definitely much more comfortable and safer than a tent.
Now, we have a place we can call home.”
In addition to building homes, the International Federation is also
developing cohesive communities by providing small scale income generating
projects for displaced families, strengthening basic health care and
water and sanitation systems for the communities and reconstructing
or rehabilitating schools, hospitals, clinics, community centres and
market places to ensure that other basic facilities are available
as people’s lives return to normal.
Apart from reconstruction and rehabilitation, the International Federation
is also undertaking disaster preparedness programmes, which include
community-based risk mitigation projects, such as building protection
walls, dikes and footbridges, training volunteers in community-based
first aid and setting up early warning systems through the use of
high frequency and very high frequency radio networks.
“The aim is not just to satisfy the basic needs of the beneficiaries
but also to develop their confidence and skills as well as their community
team-building capacity so they can be better prepared the next time
disaster strikes,” says Peter Cameron.
