The purpose of this policy is to:

  • Reinforce the importance of volunteering to the International Red Cross and Red Crescent Movement
  • Establish basic values and attitudes of National Red Cross and Red Crescent societies towards volunteering
  • Set out the responsibilities of National Red Cross and Red Crescent societies towards their volunteers
  • Set out the rights and responsibilities of people who volunteer for a Red Cross or Red Crescent society

First policy proposal

The IFRC ’s Volunteering policy was adopted at the General Assembly in 1999. The General Assembly decided in 2007 to request a revision of the International Federation volunteering policy to be reported back to the assembly in 2011.

The Working Group on Volunteering presented in September 2009 to the Governing Board a revised volunteering policy that is shorter, more concise and defines the standards and values that are to be adhered to by the National Societies. This discussion material presents this proposal and invites you to take a close look at it and express your opinion so the revised policy and code of conduct can be further improved.
