Scope of services

The IFRC uses the term 'procurement' to mean the purchase of goods, services and capital items, as well as the contracting (hiring or renting) of equipment, facilities, consultants or services. Our full procurement services include:

  • tendering
  • supplier selection
  • transportation to final port of entry
  • import and export
  • insurance
  • inspection services

Tendering
Formal tendering takes one of two forms: an open tender process or a restricted tender process. Open tendering allows all suppliers to participate. Restricted tendering is where specific registered suppliers are invited to submit a tender. The International Federation takes responsibility for the often time-consuming task of managing bids and tenders, whilst ensuring quality procedures and best practices are adhered to at all times.

Supplier selection
Once we receive a customer’s requirements, we carry out an analysis of suppliers in the relevant market. We choose our suppliers through a competitive process. All suppliers are required to register with us and bid through a tender process. The process is rigorous and guarantees quality and performance from our suppliers. We ensure that all potential suppliers are subject to the same conditions and that information received is confidential. In addition, we stipulate that our suppliers:

  • adhere to the Fundamental Principles of the International Red Cross and Red Crescent Movement
  • maintain ethical business practices at all times
  • are not involved in any form of corruption or any fraudulent activities
  • do not engage in any collusive or coercive practices

Transportation to final port of entry
Transportation to final port of entry varies depending on the availability of the required items.

  • If the required goods are in stock, then transportation will be arranged directly from the regional logistics unit warehouse to the final port of entry.
  • If the required items are not in stock, they may be ordered and delivered to the regional logistics unit warehouse before delivery to the final port of entry.
  • Alternatively, items that are not in stock may be delivered directly to the final port of entry by the supplier. This may be necessary to optimize the supply chain.

In all of the above cases, we handle tendering and procurement for items that are out of stock, as well as all import and export formalities.

Import and export
Import and export regulations can be difficult to negotiate. Our staff are experts in dealing with customs regulations and are experienced in streamlining the process as much as possible. This is vital during emergency operations when time is of the essence.

Insurance
Insurance is of paramount importance for any activities within supply chain management, particularly for the transportation and storage of goods.

Inspection services
When selecting new suppliers, we ensure that their products, services or vehicles are inspected before contracts are awarded. We may also visit manufacturing facilities where goods are produced, and goods may be inspected before they are shipped or received.

Warehousing
Warehousing facilities are available at the regional logistics units strategically located. Warehousing services include unloading, storing, packing and repacking, labelling, preparing kits and grouping of orders.

Vehicle purchasing services
In addition to the above services, we offer vehicle purchasing to members of the International Red Cross and Red Crescent Movement through our Global Fleet Base in Dubai. We may also be able to offer these services to third parties, which are considered on a case-by-case basis.
