A community meeting in Kahat village on Simeulue Island. Recovery programmes can only be successful if communities are involved from the outset. The Red Cross Red Crescent organized regular community gatherings and provided trained field supervisors to show communities how to construct the shelters and to be on hand to address problems as they arise.
