At least 2,000 migrants are estimated to lose their lives each year in the seas surrounding Europe but no one records accurate information on deaths. No one knows how many migrants have died attempting to cross the Mediterranean in small boats with the aim of reaching Europe. Agencies and governments must measure the full spectrum of humanitarian impacts and needs according to a common global system.
