The killings of albino people in Burundi and Tanzania, based on occult practices, have triggered a crisis involving almost the entire albino population of the two countries. The local humanitarian response to the albino emergency last year was largely coordinated by branches of the Red Cross societies in both countries, but urgently needs external support, according to this IFRC's report.

The IFRC is concerned that the growing burden of epidemics on the social and economic development of poorer countries is not being sufficiently addressed. In this report the IFRC recognises that non-communicable diseases such as cancers and heart attacks are now the leading causes of death worldwide, but claims that using only mortality rates to measure the impact of diseases distorts the true burden epidemics have on developing countries.

The winning formula to beat malaria
In a report issued for World Malaria Day 2009, the IFRC demonstrates how the combination of distributing mosquitoe nets and working closely with the affected communities is a winning formula in the fight against malaria. Since 2002, as a direct result of net distributions carried out by Red Cross Red Crescent national societies and supported by the IFRC, more than 289,000 malaria deaths have been averted, while 17.5 million people have been better protected against malaria.

100,000 cases - The spectre of cholera remains in Zimbabwe
The report warns that although rates of infection have dropped over the past months, the risk remains. The latest outbreak which began in mid 2008 was born largely as a result of the country’s almost entirely collapsed water, sanitation and health systems. These issues have not been addressed. The epidemic has entrenched itself as Africa’s worst outbreak in more than 15 years.

While natural hazards cannot be prevented, they only become disasters because affected communities are vulnerable and unprepared. Early warning systems have been proved beyond doubt to save lives and reduce economic losses at all levels, but they are still not an integral part of disaster management and risk reduction globally. Nor is early action an effective and timely response to early warning, across different timescales. This report argues that early warning without early action is not enough.
