There have been many discussions and resolutions on increasing the diversity of sources for recruiting Federation Delegates, and yet in 1997 just 20 National Societies provided 89 per cent of delegates. The report presents the results and recommendations of a study carried out during the first half of 1997 aimed at finding ways to widen the pool of potential delegates, have a broader distribution of nationalities amongst delegates and strengthen the capacity of Operating National Societies.
