"Together for humanity" theme of the 30 International Conference of the Red Corss and Red Crescent

The IDRL Guidelines are the result of one and a half year of consultation with over 140 States, 140 National Societies and 40 International Organisations, NGOs and NGO networks.

Five regional multi-stakeholder IDRL forums were organised in order to develop and further shape the draft Guidelines, respectively in May 2006 (Antalya, Turkey), December 2006 (Kuala Lumpur, Malaysia), April 2007 (Panama City, Panama), May 2007 (Nairobi, Kenya) and June 2007 (Abu Dhabi, United Arab Emirates).

Three official versions of the Guidelines were elaborated and circulated in early 2007, on 10 July and on 24 September 2007. The subsequent revisions have taken into account the feedback from the IDRL Forums, as well as individual comments received from governments, Red Cross/Red Crescent National Societies, UN and NGOs.

On the 2 October 2007, an open meeting for all Permanent Missions and National Societies to discuss and share comments on the latest version of the draft IDRL Guidelines was organised at the Palais des Nations. The present version takes into account this feedback, as well as additional comments received before the October 15th deadline.
