International Disaster Response Laws, Rules and Principles programme (IDRL)
Advocacy and meetings: regional forums

The International Federation of Red Cross and Red Crescent Societies and the International Disaster Response Laws, Rules and Principles Programme are organizing a series of Regional Forums on IDRL over the course of 2006 and early 2007 in order to discuss current regulatory frameworks for international disaster response, possible gaps and operational obstacles within those frameworks, and ways to improve the current system to ensure the most timely and quality assistance possible to disaster victims.

There will be five Regional Forums held in total in Europe, Asia-Pacific, the Americas, Africa and Middle East. These forums play a key part in giving effect to the commitments made by States and National Societies at the 28th International Conference of Red Cross and Red Crescent in 2003. The conclusions from these meetings will form the basis for recommendations to be submitted by the International Federation to the 30th International Conference in 2007. They will bring together high level representatives from Red Cross/Red Crescent National Societies, Governments, International Organizations, NGOs, and the Academic Community.

The goals of these meetings will be to:

  1. Review the conclusions and outcomes of the discussions in previous Forums, and progress of the IDRL Programme so far and consolidate them with regional perspectives.
  2. Analyse and further develop the preliminary recommendations on means to improve the effectiveness and implementation of regulatory frameworks at the international, regional and national levels with a view to their final submission to the 2007 International Conference
  3. Review common legal issues encountered by actors involved in international disaster response.
  4. Critically analyze the current international, regional and national regulatory frameworks for international disaster response.
  5. Develop an IDRL advocacy strategy leading up to the 2007 International Conference.
