Logistics entities


Logistics and Resource Mobilization Department (LRMD) is based in the International Federation’s Headquarters in Geneva, Switzerland and is responsible for the global logistics strategy and overall management of the organization’s logistics services.

In line with the logistics global regionalization strategy adopted in 2006, LRMD established 3 Regional Logistics Units (RLU) located in Dubai, Panama and Kuala Lumpur. Some logistics activities initially centralized in Geneva LRMD transferred to the regions, which allowed delivering supplies to people in need faster and at least cost.

RLUs cover regional needs according to the following geographical division:

  • Panama RLU - Americas
  • Dubai RLU - Europe, Africa, Middle East and Central Asia
  • Kuala Lumpur RLU - Asia and Pacific

As part of LRMD, the International Federation’s Global Fleet Base (established in 2001) is located in Dubai and is responsible for the Federation’s global fleet activities. It provides fleet services to all Federation operations and to over 50 National Red Cross and Red Crescent Societies worldwide.

The logistics regionalized structure of operation has proven its efficiency and cost-effectiveness. An independent external consultant conducted a case study focusing on logistics services delivered to the tsunami (2004), Pakistan earthquake (2005) and Yogyakarta earthquake (2006) operations, the first two coordinated from centralized and the last one from regionalized structure. The study concluded that the regional logistics structure and response facilitated an outstanding improvement in the service delivery in terms of speed and cost-effectiveness.
