Logistics services


Through its global logistics network and structures, the International Federation’s logistics function has the capacity to deliver the following services:

Mobilization of goods
This service refers to co-ordination of sourcing and transport of relief items from point of supply to first port of entry of an emergency and ongoing operation. A mobilization table is launched as a tool to consolidate and communicate the emergency needs. The mobilization table provides the operations managers and donors with information on what items have been donated and what items are still outstanding. This service is provided by Regional Logistics Units (RLUs) according to their geographical coverage (see the division map).

Procurement
The purpose of the procurement service is to make sure that the Federation operations have the resources required to meet identified needs. Some 2’000 standard type commodities listed in the Emergency items Catalogue as well as a number of non-standard items can be procured and delivered according to request. The full procurement service includes tendering, supplier selection, transportation to final port of entry, import, export, insurance and inspection services as requested. Since 2001 the International Federation has introduced the practice of establishing Framework Agreements (FA) with selected suppliers for standard relief items (kitchen set, blanket, jerry can, mosquito net, etc). FAs are established for commodities that have a proven demand (frequent procurement of the same commodity and big volumes).

Fleet services are delivered by the Global Fleet Base in Dubai to the Federation Delegations and National Red Cross and Red Crescent Societies globally. These services include a vehicle rental program, fleet management training and fleet development activities.

Pre-positioning emergency response supplies
In cooperation with partner National Societies and the support of donors such as ECHO, the Humanitarian Aid Office of the European Commission and DFID, the UK Department for International Development, the Logistics and Resource Mobilization Department (LRMD) has pre-positioned emergency response stockpiles sufficient to meet the needs of 300,000 people. The emergency response stockpiles consist of essential non-food and shelter items critical in meeting the immediate needs of those affected by disaster (blankets, plastic sheeting, mosquito net, hygiene parcel, kitchen set, jerry can, bucket and tent). The emergency stockpiles are strategically positioned in a global network of Regional Logistic Units (RLU), located in Dubai, Kuala Lumpur and Panama. The strategic pre-positioning of emergency supplies allows the International Federation to deliver to people in need faster, and at minimum cost.

Specialised logistics support
LRMD has teams of specialists for a wide range of services, including local and international procurement, construction contracting, project management and in-country supply chain set-up. LRMD assistance can be as comprehensive as required and range from consulting, technical advice, provision of expertise, transfer of know-how or technical data, instruction and training.

In-country logistics is an essential part of the local supply-chain management process. It focuses on the planning, implementation and control of an efficient, effective flow and storage of supplies and services from the port of entry to the final destination in the receiving country. Services offered can relate to the planning and establishment of a new logistics system or to the support, improvement or securing of an existing logistics system. It can cover:

  • In-country receipt,
  • Pre-clearance inspection,
  • Customs clearance,
  • Warehousing and handling,
  • Local distribution,
  • Transport and delivery,
  • Establishing support arrangements for the supply chain process,
  • Review of the existing logistics system.
