The Humanitarian Logistics Software (HLS) is a custom
built software system serving the needs of the International
Federation’s supply chain management from definition
of needs to destination. It has been compiled based on
best practices from the humanitarian and commercial sectors.
The software has been developed in
a close partnership between the International Federation
and the Fritz Institute and put into use in 2003. Today,
HLS is used by the LRMD in Geneva and the Regional Logistics
Units in Panama, Dubai and Kuala Lumpur to manage the
supply chain for all emergency operations.
The Humanitarian Logistics Software
consists of five modules:
1. General: set
up information and data
2. Mobilization
3. Procurement
4. Logistics and tracking
5. Reporting: standard and
ad hoc reports
That enable the following;

Registration of
in-kind donations (solicited and unsolicited) and capturing
the related costs,

Handling the complex
procurement process starting at logistics requisition
to bidding, purchase and the receipt of goods at destination,

Tracking of goods
and associated financial information at item level,

Real-time pipeline
reporting, covering receipt notice in the field including
loss, damage and reclaim information,

Real-time information
on the goods-flow status for multiple locations and
projects,

Integration with
other systems including finance, warehouse management
(Logic) and relief distribution, and
-
Allowing for historical
analysis for appeal accuracy, donor and supplier profile,
pledge accuracy, performance measuring (internal, suppliers,
and donors).
