| Reducing
Discrimination Initiative
Since
its inception, the International Federation, and the wider Red Cross
Red Crescent Movement has had a strong basis and firm commitment
to challenge discrimination in all its forms. The foundation of
this commitment is the Fundamental
Principle of Impartiality which states that the Movement: "makes
no discrimination as to nationality, race, religious beliefs, class
or political opinions".
There are a number of examples of
how this commitment has been interpreted and implemented throughout
the history of the Movement through various commitments
and decisions. International human
rights law created to combat discrimination also has a bearing
on the Reducing Discrimination Initiative.
Started in 2001, the Reducing Discrimination
Initiative represents a tighter focus in the promotion
of humanitarian values.
The promotion of humanitarian values (with
the promotion of the Movement’s Fundamental
Principles) was recognised as one of four “core
areas” of activity for each National Society and the Federation
in the strategic plan for 2000-2010. The importance of reducing
discrimination was also highlighted in the original formulation
of this “core area”:
"in a world with increasing isolation,
tension and recourse to violence, the Red Cross/Red Crescent must
champion the
community values which encourage respect for
other human beings
[including] non-discrimination on the
basis of nationality, race, gender, religious beliefs, class or
political opinions"
This increased focus was based on a wide
ranging review of statutory meetings,
National Societies’ activities
and academic research that showed
Reducing Discrimination to be the common thread that joined all
National Societies together in this potentially very wide area.
In 2004, the initiative was been given further
impetus by the activities
undertaken by National Societies around the world on May 8th, World
Red Cross Red Crescent day, where the theme was "Stop Discrimination".
These activities are one way in which the Federation and National
Societies are implementing the pledge
made by the Federation and resolution
made by the Council
of Delegates (a decision making body of the Movement) in 2003,
to continue to work towards non-discrimination, promotion of tolerance
and respect for diversity.
