Remarkable achievements have been made in assisting those affected by the Tsunami and in learning valuable lessons in the process. However, the role of this study isn’t to stop at applauding these achievements – it is to look ahead and identify key lessons to take forward. Some of these lessons reflect the successes that have already been achieved; others reflect issues that may have been missed or traded off against other priorities at the time. It is important to look not just at the path that was ultimately taken but also at other paths that may have been possible along the way and that would have led to different and better outcomes. Second regional TRIAMS workshop

The second regional workshop on the Tsunami Recovery Impact Assessment and Monitoring System (TRIAMS), held in Bangkok from 21 to 23 March 2007, provided an excellent opportunity to consolidate what has been done so far by the participating tsunami-affected countries (Indonesia, the Maldives, Sri Lanka and Thailand) in documenting the progress, the achievements and the challenges of the tsunami recovery. The workshop was also an opportunity for the affected countries and the main international organizations that have contributed to the tsunami relief and recovery effort to share their experiences of TRIAMS implementation to date.

Ongoing evaluations

A Real Time Evaluation (RTE) is analysis of an operation undertaken early-on in order to provide immediate learning. The purpose is to enable management to make changes and alterations as necessary during an ongoing operation in order to ensure that the operation is meeting its objectives.

A RTE is different from an evaluation that is made to ensure accountability in terms of how money is spent or to register the ultimate impact of what has been done. Such evaluations are done as mid-term exercises or after the completion of an operation.

The RTEs were commissioned to take stock of the progress of operational management, cooperation and coordination, to identify solutions to problems, and to provide recommendations to host and partner NS, the Federation and donors for any necessary changes to management and coordination, implementation and the work programme.

The first round (RTE1) started on the 7th of February 2005 and was completed on the 15th of March 2005 by the submission of the 1st draft of the synthesis report. The second round (RTE2) started by the 7th of August 2005 and the first draft of the synthesis report was submitted on the 7th of October 2005.
