The International Publication/CD-Rom: The International Federation software tools for long-term water and sanitation programming
Hygiene promotion includes many components such as community mobilization and participation, as well as community management of facilities. In this book and CD-Rom the term used to describe these components is "Software".  Just like a computer could not be work without computer software, water and sanitation facilities can not be operative without the water and sanitation software elements: community control of the system, ownership of the system, contribution to cost operation and maintenance, gender responsive facilities and behavioural change.
