| Monitoring and evaluations
Evaluations are a key management tool
used to support the decision-making, accountability and learning
in the secretariat of the International Federation of Red
Cross and Red Crescent Societies. Below, you can find links

specific evaluation reports on
different issues, as well as National
Society self-assessment reports.
Evaluation
The evaluation function enables the
International Federation to measure the outcomes and impact
of its programmes and operations, learn from experience, take
informed decisions, and account for its actions, thereby improving
its capacity to fulfill the mission to improve the lives of
vulnerable people.
The objectives of the evaluation function
are to:
- provide an objective basis for
assessing impact
- contribute to improving policies,
programmes, projects, and processes by identifying and disseminating
the lessons to be learnt from
experience and by making recommendations drawn from an evidence
base
- help provide shared accountability
for the achievement of the International Federation's objectives
Guiding procedural documents
The Operational framework for evaluations
operationalizes the evaluation mandate of the department by
clarifying principles, concepts, terms and processes of evaluation
as applied by the International Federation. It should guide
specific evaluations and serve as a source of general information
for the staff of the International Federation, for concerned
parties in regional delegation and National Societies, and
for external consultants.
The Handbook for monitoring and evaluation
is designed to provide International Federation, staff of
National Red Cross and Red Crescent Societies and implementing
partners with the necessary information to be able to design,
manage and support a results oriented monitoring and evaluation
system for both emergency and development operations.

National
Society self-assessments
The National Society self-assessment
process was initiated by the secretariat of the International
Federation at the request of the governing board to monitor
and support Federation members in achieving the characteristics
of a well-functioning National Society. The objectives of
the self-assessment process are to:
- assist individual societies to
identify their strengths/weaknesses, demonstrate their commitment
for change, and prioritise actions in line with Strategy
2010, in order to better fulfill their mission to improve
the lives of vulnerable people.
- support the Federation Governing
Board in policy and strategy making by providing the means
to annually review members’ performance against the
Characteristics of a Well-Functioning National Society.
- contribute to organizational shared
learning and enable member societies to compare their status
with regard to global trends, be they thematic or geographical.
