In Pictures: Philippine Red Cross showcases disaster readiness for ASEAN ACE programme participants

On 19 August, participants of the AHA Centre Executive (ACE) Programme paid a visit to the Philippine Red Cross Tower in Mandaluyong City and toured around the regional warehouse and logistics hub in Mandaue City in Cebu.

This visit was a part of the AHA Centre Executive (ACE) Programme  which aims to provide capacity building for professionals from National Disaster Management Offices of ASEAN member states from across the region – including Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Viet Nam. In the spirit of mutual learning, the purpose of the visit was to exchange skills and experience and to enhance Red Cross engagement with ASEAN in the field of disaster management.

As part of the visit, the Philippine Red Cross shared experiences from the emergency response during Typhoon Haiyan – the most destructive storm to ever hit the Philippines – and its subsequent recovery programmes. The Philippine Red Cross also showcased the functions and set-up of the National Society’s Operations Center and regional warehouse and logistics hub in Mandaluyong City and Mandaue City.

The Philippine Red Cross has a regional warehouse and logistics hub in Mandaue City in Cebu. Mr. Albert Munoz, who has been the warehouse manager since November 2013, described the facility as the largest Philippine Red Cross warehouse with a total land area of 30,000 m2

Mr. Munoz highlighted the nearby international and local air and sea ports as among the reasons why the warehouse and logistics hub is strategically located, enabling it to serve island provinces in the Visayas region down to Mindanao.

Drawing especially from the National Society’s experience following Typhoon Haiyan, the Philippine Red Cross shared with the participants a brief background of the Philippine Red Cross response during the emergency period.

In addition to the subsequent relief efforts after Haiyan, the ACE programme participants also got to hear about the Philippines Red Cross Recovery Programmes on livelihoods and shelter.

During the warehouse visit, much discussion revolved around the importance of strong coordination among national and international NGOs, Red Cross & Red Crescent Societies, civil society organizations, donor governments and host governments.

With the introduction of ASEAN’s ACE Programme, in which national disaster management personnel from across ASEAN member states convene for capacity-building in disaster management, there are increasing efforts to strengthen coordination among member states even before disasters happen.
