As part of the implementation of the “Reconstruction of the Health System, KfW Phase II and III” project in the said region, construction/rehabilitation works, and extension of existing buildings are planned for ten Health Centres.
Each Health Centre is comprised of:
- A building for the Maternity
- A building for the Pharmacy
- A building for the Small DormitoryThese projects are implemented by the Central African Red Cross (CRCA) with technical support from the International Federation of Red Cross and Red Crescent Societies (IFRC).
The purpose of this project is the strengthening the health system in the Central African Republic.
To this end, the IFRC is launching this call for tenders to select construction companies capable of guaranteeing the completion of these works with quality deliverables for its beneficiaries.Companies interested in participating in this call for tenders can request the Tender Documents (DAO) via the following email address: [email protected] upon publication of this Call.

Objet : Travaux de construction/réhabilitation et d’extension des infrastructures sanitaires dans les Centres de Santé (CS) de la Région Sanitaire N°1 (Préfectures de la Lobaye et d’Ombella M’poko, République Centrafricaine).
Dans le cadre de la mise en œuvre du projet de « Reconstruction du système de santé, KfW Phase II et III » dans ladite région, Il est prévu des travaux de construction / réhabilitation et d’extension des bâtiments pour dix Centres de Santé.

The International Federation of Red Cross and Red Crescent Societies (IFRC) has developed a Monitoring, Evaluation, and Learning (MEL) Strategic Framework for the DREF Insurance Project, covering years 2-4 of its implementation. The DREF Insurance product is designed to transfer the risk of funding shortfalls from donors/IFRC to private sector reinsurers, thereby ensuring the timely and adequate response to small- and medium-sized natural hazard-based disasters. The MEL framework aims to systematically assess the project's design, implementation, and outcomes, providing critical insights for future improvements.
To support this, IFRC is seeking proposals from qualified international vendors to implement this MEL Strategic Framework. This framework will build upon a preliminary study and learning report, which was conducted in 2023-2024, focusing on the initial development of the insurance product and its Year 1 implementation. This report will be shared with the selected vendor after the tender process is complete. The selected vendor will work closely with IFRC and its partners to execute a comprehensive evaluation that aligns with the project's Theory of Change and Results Framework.
