Pour mener une action humanitaire durable, pertinente et fondée sur des principes, les Sociétés nationales de la Croix-Rouge et du Croissant-Rouge ont besoin d'une base statutaire ou constitutionnelle solide, adaptée au XXIe siècle.
Le Mouvement international de la Croix-Rouge et du Croissant-Rouge a produit des lignes directrices pour aider les Sociétés nationales à élaborer, examiner et réviser leurs statuts.
Statutes increase a National Society's efficiency and ability to adapt to changing humanitarian needs and contexts. They represent a key condition for preserving a National Society's integrity and help them to perform their roles effectively and maintain the quality and reach of their humanitarian services.
Sound statutory or constitutional base texts also increase National Societies' ability to act at all times in accordance with the Movement’s mission and Fundamental Principles.
The Guidance for National Society Statutes is a key resource to support National Societies to put in place strong and modern statutory or constitutional base texts. It provides flexible and customizable approaches that allow them to choose solutions that work in their national legal, cultural and operational contexts.

Guidance for National Society Statutes
The Guidance for National Society Statutes (2018) is our key guiding resource to support National Societies to develop, review and revise their statutes. Doing so can help them to carry out their humanitarian mandates and roles effectively and in accordance with the mission and Fundamental Principles of the International Red Cross and Red Crescent Movement.
Joint Statutes Commission
A Joint Statutes Commission (JSC) is in place to help National Societies assess and improve their statutory and legal base, ensuring they can work effectively and adhere at all times to our Fundamental Principles.
The JSC can:
- Make recommendations on the legal base of National Societies. This includes assessing the compliance of draft statutes with the minimum standards outlined in the guidance document, as well as the compliance of draft laws/decrees with the minimum elements contained in the Model law on the recognition of National Societies
- Assess applications by new National Societies for recognition by the International Committee of the Red Cross (ICRC)
