La acción temprana, también conocida como acción anticipatoria o acción basada en pronósticos, significa tomar medidas para proteger a las personas antes de que ocurra un desastre en base a alertas tempranas o pronósticos. Para ser eficaz, debe implicar un compromiso significativo con las comunidades en riesgo.
