The Protection, Gender and Inclusion (PGI) in emergencies toolkit accompanies the IFRC Minimum standards on protection, gender and inclusions in emergencies (2018) and provides additional guidance to plan, implement and monitor those standards during an emergency response and recovery. It is not intended that all tools will be used in each emergency response, rather this is a compendium of tools, which can be drawn on and adapted when required. In 2018, the IFRC Network—190 National Red Cross and Red Crescent Societies and their secretariat—was called on to respond to many new crises and record levels of humanitarian needs. More extreme climate-related events occurred than ever before and the consequences of complex protracted humanitarian crises were felt in all regions.

Although it is increasingly recognized that gender-based violence (GBV) is a major feature of many conflicts, its occurrence during disasters is not as well understood. This study, commissioned by the International Federation of Red Cross and Red Crescent Societies (IFRC), is designed to foster that discussion within both the Red Cross Red Crescent Movement and the larger humanitarian community. The research addresses three questions: What characterizes GBV in disasters? In what ways should legal and policy frameworks, including disaster risk management, be adapted to address GBV in disasters? How should National Societies and other local actors address GBV in disasters, and what support do they need to fulfil their roles?
This toolkit contains tools that can help National Red Cross and Red Crescent Societies – as well as other organizations – to assess, design, implement, monitor and evaluate community engagement and accountability activities in support of programmes and operations. This addendum from the Red Cross Red Crescent Global Migration Lab builds on the findings from the Locked down and left out? Why access to basic services for migrants is critical to our COVID-19 response and recovery report. It aims to take stock of the current global trends with respect to COVID-19 vaccines access for migrants. It draws on publicly available data from a range of sources, including research organizations, governments, the United Nations, media and civil society organizations, complemented by insights and case studies from a survey of 52 National Red Cross and Red Crescent Societies (National Societies) working directly with migrants and host communities around the globe.
