NSIA Guidelines for Applicants
These guidelines are for National Societies that are interested in applying to the National Society Investment Alliance (NSIA) for support for their medium and long-term development.
The guidelines apply to the 2023 round of funding and will be developed further in the light of experience and learning.

Cash Assistance In Times of COVID-19: Impacts on refugees living in Türkiye
This report explores the socio-economic circumstances refugees in Türkiye face during COVID-19, as well as the impact of the cash assistance provided through the Emergency Social Safety Net. According to the report:
COVID-19 has led to increased economic stresses
Many have faced a sharp increase in debt levels
People receiving assistance have a lower level of food insecurity
The cash assistance has helped prevent refugees from resorting to negative coping strategies
Guide to Strengthening the Auxiliary Role through Law and Policy
The purpose of this Guide is to provide practical guidance to National Societies about how to strengthen their auxiliary role through domestic law, policies, plans and agreements—particularly in the areas ofdisaster risk management, health, migration and social welfare.
Literature Review on Law and Disaster Recovery and Reconstruction
This literature review contributes to the work of the IFRC Disaster Law Programme to support governments in strengthening their domestic legal frameworks to enable more effective disaster recovery.
It reviewed documents published between 1999 and 2020 and examines:
key concepts associated with disaster-related ‘recovery’ and ‘reconstruction’ as understood by governments, practitioners, scholars and international organisations
the state of international laws, rules and principles with respect to recovery and reconstruction
key legal and operational issues arising in recovery and reconstruction, which may be relevant to domestic law and policy making.
Emergency Social Safety Net (ESSN) Monthly Report: November 2020
On 30 November, 334,992,860 Turkish lira (TRY) was transferred to 1,808,312 individuals (318,827 households) receiving support through the Emergency Social Safety Net (ESSN). The cash transfer included the severe disability top-up of 6,404,400 TRY.
Results of a post-distribution monitoring (PDM) 10, conducted from June to September 2020, indicate that while COVID-19 has put major stresses on refugees, those who receive ESSN assistance are employing fewer coping strategies compared to ineligible households.
Extreme Heat during the COVID-19 Pandemic
Many Red Cross and Red Crescent National Societies have had to deal with the dual risks of COVID-19 and extreme heat, amongst many other disasters.
For many staff and volunteers, the heat risks may be amplified due to considerations for COVID-19 like wearing personal protective equipment (PPE). At the same time, vulnerable individuals may be reluctant to seek cool spaces during a heat wave, out of fear of infection.
These guidance materials provide practical steps that National Societies can take to protect staff, volunteers, and vulnerable people from heat extremes. This material is adapted from the Global Heat Health Information Network’s Heat and COVID-19 Information Series.
