Suva, 23 February 2023 – The escalating impact from climate hazards will destroy decades of development progress in the Pacific if there is not a major shift from disaster response to anticipatory action, the International Federation of Red Cross and Red Crescent Societies (IFRC) concluded during this week’s Red Cross Pacific Leaders Meeting in Suva, Fiji.
Pacific island states make up the majority of countries that suffer the highest relative losses – between 1 percent and 9 percent of their GDP – from the impact of natural hazards.
Katie Greenwood, IFRC’s Pacific Head of Delegation, said:
“We have a lot of humanitarian challenges in the Pacific which we need to address together as a region and not only as the Red Cross in each country.
Climate change and disasters are all constantly affecting our region in some shape or form. We need to ensure resources, financing, and knowledge to address the challenges of climate change are available to be able to better anticipate how we can prepare and respond.
To effectively manage the risks of disasters, we need to focus on investing in disaster response as well as resilience building actions ahead of disasters which also supports risk-informed development. As a result, we can minimise the human and economic losses that can set back a country’s development progress."
Climate change is exacerbating underlying vulnerabilities which will continue to degrade livelihoods and resilience as the frequency and intensity of extreme weather events such as cyclones and floods are set to increase in the coming decades.
Further compounded with longer term, severe events such as droughts, sea level rise, king tides and saltwater intrusion, the Red Cross must lead, with their communities across the Pacific, on anticipation and preparedness for the changing nature of disaster impact.
“More must be done in terms of anticipatory action, adaptation, and preparedness, to save lives and livelihoods.”

Bangkok, 12 September 2022 -The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the International Federation of Red Cross and Red Crescent Societies (IFRC) have formalized a partnership through a Memorandum of Understanding to promote building resilience in the world of climate change.
Climate change is affecting every aspect of human life in all corners of the world. Traditional knowledge and weather patterns are no longer dependable with natural disasters and abnormal temperatures increasing in both frequency and intensity. As the ongoing unprecedented flood in Pakistan shows, we need all hands-on deck to be prepared for the uncertainty and colossal scale of damage from the impact of climate change.
In this way, the MoU between ESCAP, the most inclusive intergovernmental platform in the Asia-Pacific region, and the IFRC, the world’s largest humanitarian network with a view to prevent and alleviate human suffering, comes at an opportune time when regional and organizational cooperation is very much needed. The two organizations have numerous areas for collaboration, including but not limited to climate action, disaster risk management, and building inclusive and resilient communities.
“It’s time to capitalize on the untapped potential of regional and subregional cooperation to address the region’s shared vulnerabilities and risks that are more critical at 1.5 to 2 degrees warming,” said Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of ESCAP. She further underscored, “If we are unable to contain the warming of the planet, the world will need to prepare for a new normal of “disasters on steroids.”
“When we join forces, we are more powerful than when we work alone. Geneva, 28 February 2022 – The International Federation of Red Cross and Red Crescent Societies (IFRC) calls for urgent local action and funding, particularly for those most vulnerable, to combat the devastating humanitarian impacts of the climate crisis confirmed in today’s report by world’s climate scientists.
For the first time, the report by the Intergovernmental Panel on Climate Change (IPCC) published today notes that climate change is already contributing to humanitarian crises in vulnerable contexts. In addition, climate and weather extremes are increasingly driving displacement in every region of the world.
IFRC Secretary General Jagan Chapagain said:
“The IPCC report confirms what the IFRC and its network of 192 National Red Cross and Red Crescent Societies have already witnessed for years: Climate change is already disrupting the lives of billions, particularly the world’s poorest who have contributed the least to it.”
“The global response to COVID-19 proves that governments can act decisively and drastically in the face of imminent global threats. We need the same energy and action to combat climate change now, and we need it to reach the most climate-vulnerable communities across the world so that they have the tools and funding to anticipate and manage risks.”
The report, authored by more than 200 climate experts, reaffirms the key principles that the IFRC network has been calling for to tackle climate change; that local action is key in tackling climate change and that responding to disasters after they happen will never be enough to save lives and combat a crisis of this magnitude.
The latest science confirms, with very high confidence, that climate impacts and risks exacerbate vulnerabilities as well as social and economic inequities. These in turn increase acute development challenges, especially in developing regions and particularly exposed sites, such as coastal areas, small islands, deserts, mountains and polar regions.
Maarten van Aalst, coordinating lead author of the report and Director for the Red Cross Red Crescent Climate Centre said:
“This report is a flashing red light, a big alarm for where we are today. It tells us in unequivocal scientific language that the window for concerted global action to secure a liveable future is rapidly closing. It demonstrates that all the risks we were concerned about in the past are now are now coming at us much faster.”
“But the report also shows that it is not too late yet. We can still reduce emissions to avoid the worst. Alongside, we’ll have to manage the changes we can no longer prevent. Many of the solutions, such as better early warning systems and social safety nets, have already proven their value. If we raise our ambition to adapt to the rising risks, with priority for the most vulnerable people, we can still avoid the most devastating consequences.”

Geneva, 17 November 2020 – Global efforts to tackle climate change are currently failing to protect the people who are most at risk, according to new analysis by the International Federation of Red Cross and Red Crescent Societies (IFRC).
IFRC’s World Disasters Report 2020: Come Heat or High Water shows that the countries most affected by climate-related disasters receive only a fraction of the funding that is available for climate change adaptation and thus struggle to protect people from the aggravating effects of climate change.
IFRC's Secretary General Jagan Chapagain said:
“Our first responsibility is to protect communities that are most exposed and vulnerable to climate risks.
“However, our research demonstrates that the world is collectively failing to do this. There is a clear disconnection between where the climate risk is greatest and where climate adaptation funding goes. This disconnection could very well cost lives.”
The failure to protect the people most vulnerable to climate change is especially alarming given the steady increase in the number of climate and weather-related disasters. According to the World Disasters Report, the average number of climate and weather-related disasters per decade has increased nearly 35 per cent since the 1990s.
Over the past decade, 83 per cent of all disasters were caused by extreme weather and climate-related events such as floods, storms, and heatwaves. Together, these disasters killed more than 410,000 people and affected a staggering 1.7 billion people.
The World Disasters Report also argues that the massive stimulus packages that are currently being developed around the world in response to the COVID-19 pandemic are an opportunity to address and reduce climate vulnerability. A recovery that protects people and the planet would not only help to reduce today’s risks but would also make communities safer and more resilient to future disasters.
Smart financing – with a focus on early warning and anticipatory action to reduce risks and prevent disasters before they happen – and risk reduction measures would both play a major role in protecting the most exposed communities.
Mr Chapagain said: “Climate adaptation work can’t take a back seat while the world is preoccupied with the pandemic: the two crises have to be tackled together.
“These disasters are already on the doorstep in every country around the world. We must significantly scale up investment in climate smart actions that strengthens risk reduction and preparedness, alongside climate-smart laws and policies.
“With challenges like these, international solidarity is not only a moral responsibility, but also the smart thing to do. Investing in resilience in the most vulnerable places is more cost-effective than to accept continued increases in the cost of humanitarian response, and contributes to a safer, more prosperous and sustainable world for everyone."

The Pacific region has weathered many storms and bears the brunt of the harsh reality of climate change. Despite this, Pacific people remain resilient and face new and emerging challenges with a sense of solidarity and ingenuity.
So, when COVID-19 started knocking on the region’s door, the Pacific community knew they had to mobilise quickly and collectively to minimise and contain the threat caused by the virus. Like in other parts of the world, borders were closed, commercial travel all but ceased, and tourism dried up. As a collection of small island states dotted across a vast ocean, many highly dependent on imported food and with weak local health systems, the region was acutely aware that simply shutting its borders to the outside world was not going to be an option.
In mid-April, Pacific Islands Forum Foreign Ministers agreed to establish the “Pacific Humanitarian Pathway on COVID-19 “(PHP-C)’. The pathway is a high-level, political mechanism to ensure regional coordination and will be available to member countries on request. It will expedite assistance and cooperation between Pacific countries in preparing for and responding to COVID-19. This includes facilitating the provision of timely and safe medical and humanitarian assistance from regional and international development partners, across the region. It may also be used for response to other emergencies that may arise during COVID-19.
Although this arrangement was urgently developed due to COVID-19, initiatives in support of a Pacific mechanism for regional disaster and humanitarian response is not new. In fact, National Red Cross Societies and the International Federation of Red Cross Red Crescent Societies (IFRC) have been advocating for a formalised regional approach and supporting efforts towards this goal for the past five years.
Through its recognised disaster law expertise, Red Cross has supported governments in the revision of disaster laws and policies in over half of all Pacific countries. This has included strengthening provisions for the coordination and facilitation of international humanitarian assistance in accordance with the international disaster response law (IDRL) guidelines. Earlier this year, the Pacific IDRL Online Platform was established, providing easily accessible information on the domestic rules and provisions for fast tracking international humanitarian aid across the 16 English-speaking Pacific Island countries. In addition, Red Cross also supported the development of draft Pacific guidelines for the coordination of regional and international assistance in 2015.
These efforts have not gone unnoticed by Pacific governments and regional partners and can inform the governance arrangements in the roll-out of the Pacific humanitarian pathway.
More importantly, Pacific Red Cross Societies are working around the clock in partnership with their governments to prevent transmission of the virus, help communities already affected by the outbreak to maintain access to basic social services, and reduce the economic, social and psychological impact on people.
As witnessed recently when Cyclone Harold tore a destructive and deadly path through the region impacting multiple Pacific countries, climate-induced hazards will not wait for the pandemic to pass. Dame Meg Taylor, Head of the Pacific Islands Forum Secretariat, has recognised the interconnectivity between the COVID-19 pandemic and climate change and made a rallying call to the global community to not become complacent about climate change as their attention shifts to the pandemic response. She points out that: “the COVID-19 public health emergency and its ensuing humanitarian and economic fallout offers us a glimpse of what the global climate change emergency can become - if it’s left unchecked and if we do not act now.”
No country can tackle these complex issues alone. Regional and global solidarity is a must. However, solidarity alone is not enough – it needs to be backed by political will, strong leadership and clear rules of the road. The Pacific Humanitarian Pathway is a great example of this and provides an innovative regional model for countries to provide humanitarian support to each other in these unprecedented times. Red Cross is proud to play its part in such efforts and ensure that communities across the Pacific continue to remain resilient in the face of crisis.
On behalf of the International Federation of Red Cross and Red Crescent Societies (IFRC) and our 191-member National Red Cross and Red Crescent Societies, I am pleased to address the Security Council Ministerial Open Debate.
Our National Society volunteers from their local communities tell us that the climate crisis is the number one humanitarian crisis that communities face around the globe, threatening human security.
Currently, 90% of all disasters are climate and weather-related, resulting in the deaths of over 410,000 people in the last decade, and impacting 1.7 billion people.
The impacts of climate crisis are compounding other crises – food insecurity, disease outbreaks, water shortages and large population movements – reversing development gains thereby impacting global peace and security.
Although the climate crisis affects us all, the science and data shows that we are not all impacted equally. Our focus must be on the communities most impacted and at risk, especially those in fragile settings.
Mr/Madam President,
While we know that a one-size-fits-all solution to reducing climate risks does not exist,the IFRC proposes three important shifts to address the magnitude of the climate crisis before us:
Focus on community leadership, ownership and reach – Investing in large scale disaster risk reduction, climate mitigation and adaptation, at the community level, where it is most needed and has the greatest potential impact is essential.
Local organizations are critical to designing and implementing climate action, and channeling climate finance to the right places, to those most in need. They must drive the change.
Fill the financing gaps –Some 30 of the most climate vulnerable countries – a majority of which are fragile contexts – receive only $1 per person per year in climate adaptation funding.
We must change how we finance climate action.
There must be a more integrated approach to humanitarian, development, climate and peace financing, putting the needs of the communities at the center.
The funding must reach the local level to build and empower localinstitutional and responsecapacities and solutions. The empowered local communities form the foundation for peaceful societies.
Forecasting and anticipatory action –We all must scale upearly warningand early action systems that provide communities with information and funding to act before climate events become disasters.
This means giving local organizations more direct access to finance and decision-making processes through mechanisms like IFRC’s Disaster Response Emergency Fund (DREF), that provides direct funding to National Red Cross and Red Crescent Societies who play a key role in protecting people from the impacts of climate change.
We all – whether from the humanitarian, development, climate or peace sectors – must work together to address both immediate needs and strengthen long-term resilience to prevent and alleviate human suffering and thereby contribute to the maintenance of human dignity and peace in the world.

October 29, 2021 – Six years after the adoption of the Paris Agreement, COP26 will be critical to catalyse global action on climate change. COP26 marks the first time since COP21 that Parties are expected to commit to enhanced climate action. It is a critical moment not only for the signatory states to the Paris Agreement, but for all sectors.
Every part of the world is experiencing the effects of climate change, both on the environment and on people. With the warming planet, disasters like wildfires, heatwaves, and flooding are becoming more frequent and destructive, meanwhile sea-levels continue rising. This is NOT a common future that we wish to share. Urgent action is needed now, not only to halt the warming of the climate, but to address the humanitarian impacts of climate change and to support communities to adapt.
The Paris Agreement is a global commitment that every signatory state will need to implement, underpinned by locally led adaptation action, engaging and supporting local communities most impacted by climate change. As the COP26 Presidency, the United Kingdom is committed to working with all countries and joining forces with people on the frontlines of climate change, including National Red Cross and Red Crescent Societies (National Societies) which bring together 14 million volunteers across 192 countries. Part of this effort is encouraging partners to join the Adaptation Action Coalition (AAC) for collaboration on delivering solutions on adaptation and resilience, and a commitment to consult with others on effective ways to avert, minimise and address loss and damage.
Today, the International Federation of Red Cross and Red Crescent Societies (IFRC) and its members represent the largest humanitarian network in the world. National Societies as auxiliaries to their public authorities in the humanitarian field are in a unique position to support their governments in taking the necessary steps to address the humanitarian impacts of climate change. We have seen this collaboration reduce disaster and climate risks and help to build resilient communities. For example, following significant UK heatwaves in Summer 2020, the British Red Cross published new research this year—'Feeling the Heat'—on the increasing impact of extreme heat in the UK, offering practical advice—'Heatwave checklist'— to help people stay safe, well and adapt.
National Societies are supporting locally led adaptation, including disaster preparedness and risk reduction, anticipatory action, nature-based solutions, as well as in cooperation with governments integrating climate adaptation and disaster risk reduction into law, policy and practical action. Collaboration is also taking place through the leading work of the RiskInformed Early Action Partnership (REAP), the Disaster Relief Emergency Fund (DREF), and the Anticipation Hub.
Understanding: i) the unique role played by the IFRC and National Societies as auxiliaries to their public authorities in the humanitarian field; ii) the priorities of the UK COP26 Presidency on adaptation and resilience, to protect communities and natural habitats; and iii) our shared commitment to working together to deliver, we are issuing this joint statement to call upon:
● Governments, at national, sub-national, and local levels, to include National Societies in relevant climate adaptation and disaster risk reduction processes, so they can, with their experience and knowledge as well as their access to communities, contribute to the realisation of the Paris Agreement; and
● National Societies, to connect and continue supporting relevant ministries of their governments and actively participate in national adaptation and disaster risk reduction policy-making, planning and implementation processes, championing locally-led adaptation which supports and engages the most climate vulnerable. Let’s be ambitious. Let’s take bold action to tackle the climate crisis and build a resilient future for all.

Nairobi, Kenya. 17 February 2022 – As parts of Southern Africa are reeling from the impacts of tropical storms and cyclones and other parts of the continent are facing severe droughts, the International Federation of the Red Cross and Red Crescent Societies (IFRC) is calling for urgent investment in local action to combat the effects of climate change. The call comes ahead of the 6th European Union-African Union (EU-AU) Summit which gets underway today in Brussels, Belgium.
Recently, tropical storm Ana in Mozambique, Malawi, and Madagascar, and cyclone Batsirai in Madagascar again, left hundreds of thousands of people displaced, homes destroyed, and infrastructure worth billions of dollars damaged. At the same time, humanitarian organizations in Africa warned this week of a catastrophic hunger crisis in the Horn of Africa (Kenya, Somalia and Ethiopia) where more than 20 million people are feared to face starvation because of prolonged drought. The Sahel and West Africa, particularly Nigeria, also face a deteriorating food security situation.
Mohammed Mukhier, the Regional Director for IFRC Africa said:
“What we are witnessing is a manifestation of the impact of climate change on the continent. We need to strengthen investments in local preventative measures that build people’s ability to cope with these intensifying disasters.”
Countries in Africa are only responsible for four per cent of global carbon emissions, and at the same time disproportionately affected by the widespread consequences of climate change and accelerated environmental degradation. Yet, climate financing pledged by world leaders is slow to reach the people on the ground who are most exposed to climate risks.
Ahead of the Summit, the IFRC calls for renewed efforts to build and implement a new Africa-EU Partnership that would answer to the needs of the most vulnerable people exposed to the impacts of climate change and the environmental crisis, strengthen food and health security and address forced migration. In the longer term, the role of local actors should be strengthened to support communities in building resilience and addressing humanitarian and development challenges on the continent.
Communities in Africa and elsewhere are also increasingly impacted by multiple hazards in addition to the changing climate, which are compounding their vulnerabilities and affecting their capacity to cope.
“Communities can hardly recover before they are hit by another disaster. Madagascar is a case in point where we saw a devastating drought last year, and before those effects could be relieved, some of those same communities have been impacted by cyclone Batsirai recently.” said Andoniaina Ratsimamanga, Secretary-General of the Malagasy Red Cross Society.
To support countries to cope, there is an urgent need to address underlying vulnerabilities in communities, including poverty and marginalization, and providing support to those most exposed to the impacts of climate change. At the same time, there is incredible potential that lies within the African continent to address these challenges, including innovative approaches by young people and women to issues such as land restoration and the use of digital platforms.

New York/Geneva, 11 July 2019 – Francesco Rocca, President of the International Federation of Red Cross and Red Crescent Societies (IFRC), will give a press conference at 12:30 Tuesday 16 July in the Press Briefing Room of the United Nations in New York.
He will present new Red Cross guidelines to help cities prepare for heatwaves - extreme weather events that are now one of the world’s deadliest natural hazards.
He will also discuss the humanitarian consequences of climate change and the first-hand experience of Red Cross Red Crescent volunteers who are responding to the increasing frequency and severity of heatwaves and other extreme weather events.
This literature review offers a comprehensive overview of existing knowledge on how to align climate change adaptation with disaster risk reduction efforts, primarily at a national and sub-national level.
This framework sets out how the IFRC willkeep pace with the changing operational, scientific and policy landscapes on climate change. It outlines how we will definea stronger role for the International Red Cross and Red Crescent Movement in addressing the impacts of climate change, through both our programmes and advocacy work.
Disasters and the adverse impacts of climate change are already leading to the forced displacement of more than 20 million people each year. The vast majority of this displacement (more than 80 percent) occurs in the Asia Pacific region.
This collection of case studies demonstrates the important work many National Societies across the Asia Pacific region are undertaking to address the challenge of climate-related displacement.
Human-caused climate change made the humid heatwave in southern West Africa during February ten times more likely, according toa rapid analysis by an international team of leading climate scientists from theWorld Weather Attribution group.The study also found that if humans do not rapidly move away from fossil fuels, causing global warming to rise to 2°C above preindustrial levels, West Africa will experience similar heatwaves about once every two years. Developing heat action plans will help protect vulnerable people from dangerous heatwaves in West Africa, according to the researchers (which includes researches from the Red Cross and Red Crescent Climate Centre).In February, West Africa was hit by an unusually intense humid heatwave with temperatures not normally seen until March or April. The most severe heat occured from February 11-15 with temperatures above 40°C.In Nigeria, doctors reported an increase in patients presenting for heat-related illness, people complained of poor sleep due to hot nights and the national meteorological agency issued several warnings about the heat.In Ghana, the national meteorological agency also warned people to prepare for dangerous temperatures. The heat occurred during the finals of the Africa Cup of Nations football tournament in Côte d'Ivoire.“Many people do not appreciate the dangers of heat – unlike storms, fires or droughts, heatwaves don’t leave an evident trail of destruction," said Maja Vahlberg, risk consultant at the Red Cross Red Crescent Climate Centre, which contributed to the research. “However, heatwaves are ‘silent killers.’ They can be incredibly deadly for the elderly, people with existing health conditions and outdoor workers."“Humidity makes a massive difference to the human experience of heat. While the average air temperature across West Africa during mid-February was about 36°C, the humidity meant it would have felt like 50°C.“Countries across Africa, and the world, need to prepare for heat. Simple measures like awareness campaigns and warning systems can save thousands of lives during heatwaves.”Due to the hot and humid conditions, additional ‘cooling breaks’ were taken during the matches so players could rehydrate. February this year was the hottest February on record globally and the ninth consecutive month in a row that a hottest month record was broken.Climate change, caused by burning fossil fuels like oil, gas and coal, and deforestation, has made heatwaves more frequent, longer and hotter around the world. To quantify the effect of climate change on the hot and humid temperatures in West Africa, scientists analysed observed weather data and climate models to compare how the event has changed between today’s climate, with approximately 1.2°C of global warming, and the cooler pre-industrial climate, using peer-reviewed methods.For more information, please visit the World Weather Attribution webpage.
The recent deadly heatwave in the Sahel and West Africa with temperatures above 45°C would not have been possible without human-caused climate change, according to rapid analysis by an international team of leading climate scientists from theWorld Weather Attributiongroup.In late March and early this April, extreme heat impacted countries in the Sahel and West Africa. The hottest temperature occurred on April 3, when Mali recorded 48.5°C. In Bamako, the Gabriel-Toure Hospital announced a surge in excess deaths, with 102 deaths over the first four days of April.Around half were over the age of 60 and the hospital reports that heat likely played a role in many of the deaths. A lack of data in the countries affected makes it impossible to know how many people were killed, however it’s likely there were hundreds or possibly thousands of other heat-related deaths.“Year-round heat is part of life in the Sahel and regions of West Africa," said Kiswendsida Guigma, Climate Scientist at the Red Cross Red Crescent Climate Centre in Burkina Faso. "However, the extreme temperatures were unprecedented in many places and the surge in excess deaths reported by the Gabriel-Toure Hospital in Mali highlighted just how dangerous the heat was.“For some, a heatwave being 1.4 or 1.5°C hotter because of climate change might not sound like a big increase. But this additional heat would have been the difference between life and death for many people.”Climate change, caused by burning fossil fuels like oil, coal and gas, and other human activities, is making heatwaves more frequent, longer and hotter around the world. To quantify the effect of human-caused warming on the extreme temperatures in the Sahel and West Africa, scientists analysed weather data and climate models to compare how these types of events have changed between today’s climate, with approximately 1.2°C of global warming, and the cooler pre-industrial climate using peer-reviewed methods.The analysis looked at the five-day average of maximum daily temperatures in two areas: one that includes southern regions of Mali and Burkina Faso, where the heat was most extreme, and a larger area including regions of Niger, Nigeria, Benin, Togo, Ghana, Côte d'Ivoire, Mauritania, Senegal, Gambia, Guinea-Bissau and Guinea, where temperatures were widely above 40°C.To investigate hot night time temperatures, which can be dangerous when the human body cannot rest and recover, the researchers also analysed the five-day average of minimum temperatures for the Mali and Burkina Faso region.The scientists found that both the daytime and nighttime heatwaves, across both regions, would have been impossible if humans had not warmed the planet by burning fossil fuels like oil, coal and gas, and with other activities like deforestation. Climate change made the maximum temperatures 1.5°C hotter and the nighttime temperatures 2°C hotter for the Burkina Faso and Mali region, and the five-day daytime temperatures for the wider region 1.4°C hotter.A heatwave like the recent one is still relatively rare, even in today’s climate with 1.2°C of warming, the researchers found. Across the wider West Africa region, similarly high daytime temperatures can be expected about once every 30 years. However, daytime temperatures like those experienced in Mali and Burkina Faso, where heat-related fatalities were reported, are expected around once in every 200 years.More common, more dangerousBut events like these will become much more common, and even more dangerous, unless the world moves away from fossil fuels and countries rapidly reduce emissions to net zero. If global warming reaches 2°C, as is expected to occur in the 2040s or 2050s unless emissions are rapidly halted, similar events will occur 10 times more frequently.The researchers also quantified the possible influence of El Niño on the heat, but found that its effect was not significant when compared with the influence of human-caused climate change.The study highlights factors that worsened the impacts of the heat across the region. The heat occurred at the end of Ramadan when many Muslim people fast during the day. The Sahel region has a large Muslim population and while high temperatures are common in April, the researchers say the relentless day and nighttime heat would have been overwhelming for many people who were abstaining from food and water.They also note that conflict, poverty, limited access to safe drinking water, rapid urbanisation and strained health systems likely worsened the impacts.Heat action plans that set out emergency responses to dangerous heat are extremely effective at reducing heat-related deaths during heatwaves. However, neither Burkina Faso or Mali have one in place. Human-caused climate change made the record-breaking heatwave in Spain, Portugal, Morocco and Algeria at least 100 times more likely and the heat would have been almost impossible without climate change, according to rapid attribution analysis by an international team of leading climate scientists as part of the World Weather Attribution group.
In late April, parts of southwestern Europe and North Africa experienced a massive heatwave that brought extremely high temperatures never previously recorded in the region at this time of the year, with temperatures reaching 36.9-41°C in the four countries. The event broke temperature records by a large margin, against the backdrop of an intense drought.
Across the world, climate change has made heatwaves more common, longer and hotter. To quantify the effect of climate change on these high temperatures, scientists analysed weather data and computer model simulations to compare the climate as it is today, after about 1.2°C of global warming since the late 1800s, with the climate of the past, following peer-reviewed methods. The analysis looked at the average of the maximum temperature for three consecutive days in April across southern Spain and Portugal, most of Morocco and the northwest part of Algeria.
The researchers found that climate change made the heatwave at least 100 times more likely, with temperatures up to 3.5°C hotter than they would have been without climate change. They calculated that the event is still unusual, even with the large increase in likelihood due to human-caused warming, indicating it would have been almost impossible without climate change.
As other analyses of extreme heat in Europe have found, extreme temperatures are increasing faster in the region than climate models have predicted, a question that is currently under intense research. Until overall greenhouse gas emissions are halted, global temperatures will continue to increase and events like these will become more frequent and severe. For example, if global mean temperatures rise an additional 0.8°C, to a total warming of 2°C, models show that a heatwave such as this one would be 1ºC hotter.
While people in the Mediterranean are no strangers to high temperatures, their occurrence in Aprilcombined with the ongoing drought likely increased impacts. The study was conducted by 10 researchers as part of the World Weather Attribution group, including scientists from universities and meteorological agencies in France, Morocco, the Netherlands and the UK.

Sjoukje Philip, Researcher at the Royal Netherlands Meteorological Institute, said: "Temperature records have again been broken by a large margin, as in some other recent heatwaves around the world. The fact that temperature trends in the region are higher than what models predict shows that we need to better understand the regional effects of climate change so that we can adapt to even more extreme heat in the future."

World Weather Attribution (WWA) is an international collaboration that analyses and communicates the possible influence of climate change on extreme weather events, such as storms, extreme rainfall, heatwaves, cold spells, and droughts.
Previous studies by WWA include research that found that climate change exacerbated floods in Nigeria and other parts of West Africa this year. WWA studies have also shown that this year’s drought in the Northern Hemisphere was made more likely by climate change and that it increased the rainfall that led to Pakistan’s deadly flooding, but that it was not the main driver in Madagascar’s 2021 food crisis.
