The Movement Coordination for Collective Impact Agreement (Seville Agreement 2.0) was adopted at the 2022 Council of Delegates and sets out the coordination responsibilities for the components of the International Red Cross and Red Crescent Movement. It replaces the original Seville “Agreement on the Organization of the International Activities of the Components of the International Red Cross and Red Crescent Movement” (Seville Agreement) of 1997 and the “Supplementary Measures to Enhance the Implementation of the Seville Agreement” (Supplementary Measures) of 2005.
In July 2022, a post distribution monitoring report found that people supported through the Emergency Social Safety Net (ESSN) programme continue to struggle with the economic downturn caused by the COVID-19 pandemic. We also made some adjustments to the programme targeting criteria in July 2022 in order to minimize inclusion and exclusion error.

Cash and voucher assistance (CVA) is an effective, efficient and transparent way of providing humanitarian assistance to the most vulnerable.It ensures people have the freedom, dignity and independence to decide on their own recovery. But challenges around acceptance and delivery remain when it comes to providing CVA to migrants. This report reviews how the IFRC has used CVA to assist migrants, offering diverse examples from many different National Red Cross and Red Crescent Societies. It also analyses the opportunities, barriers and risks to providing CVA in migratory contexts. Overview of Emergency Social Safety Net (ESSN) programme activities in May 2022.
This report presents case studies from four National Societies in the Asia Pacific region on how they have improved their mental health and psychosocial support (MHPSS) services during the COVID-19 pandemic: Hong Kong Red Cross Branch of the Red Cross Society of China -learn how informational and educational materials were developed in response to the pandemic, as well as the operation of the telephone- and internet-based intervention “Shall We Talk” service to relieve distress of the public. Philippines Red Cross- learn about their established COVID-19 Hotline 1158, a 24/7 hotline service set up to provide psychological first aid (PFA) for people in need, run by 15-30 volunteers trained in basic psychosocial support. Nepal Red Cross Society - learn about their mobilization of community volunteers, PFAactivities, and how they were able to reach communities via virtual sessions as well as in person. This includes a focus on suicide prevention and trainingon enhancing skills and identifying warning signs regarding suicide. Indonesian Red Cross Society (Palang Merah Indonesia, or PMI) - explore their strategies regarding tracing, monitoring and support activities. Their sharingalso sheds light on stigma, exclusion, and the consequences that these actions could have on the mental health and psychosocial wellbeing of individuals. The report also provides insights from a survey conducted into 'pandemic fatigue'.
Anticipatory action isa set of actions taken to prevent or mitigate potential disaster impacts before a shock or before acute impacts are felt. It is increasingly recognized as a key solution to reducing the impacts of climate change and extreme weather events. The IFRC and many National Societies have used our decades of experience in disaster preparedness to pioneer the development of anticipatory action approaches, such as forecast-based financing and the Anticipatory Pillar of our Disaster Response Emergency Fund (DREF). This Operational Framework is intended to help our network scale up and mainstream anticipatory action across our work in disaster risk management and climate change adaptation. And it sets out how anticipatory action can support the IFRC's strategic priorities and targets, as outlined in our 2021-2025 plan and budget.
In February 2022, the achievements of the Emergency Social Safety Net (ESSN) Programme in 2021 were presented at a steering committee meeting. And a new round of post-distribution monitoring surveys was finalized in order to gather feedback from people receiving ESSN support.
The International Federation of Red Cross and Red Crescent Societies (IFRC) has demonstrated amazing resilience and adaptability as an organization and a network during the response to the COVID-19 pandemic. Since the beginning of the outbreak, Red Cross and Red Crescent National Societies have quickly adapted their way of working, building on local solutions, leveraging their auxiliary role, and striving to meet the growing health needs and demands of local communities facing social and economic consequences of the pandemic. In many cases, such consequenceshave increased and compounded local vulnerabilities caused by climate-related hazards and other crises. These experiences show that a strong preparedness for response mechanism is crucial and will continue to become even more important as we face the global consequences of climate change, the continued impacts of COVID-19 and future global health threats. This report by the IFRC and the Climate Risk and Early Warning Systems Initiative (CREWS) looks at National Red Cross and Red Crescent Societies’ (National Societies) on-going work linked to people-centred early warning systems, anticipatory action, and forecast-based financing (FbF) approaches. It focuses on National Society initiatives in Nepal, Malawi and the Pacific and offers recommendations on the role other National Societies can play in early warning systems in their own contexts.
In January 2022, we launched a new phase of our #PowerToBe campaign as part of the ESSN programme. #PowerToBe once again set out to promote unity and solidarity by portraying four talented refugees as individuals with certain passions. As a digital awareness campaign, #PowerToBe brings together refugees and European influencers through their shared passions.
