National Societies and the IFRC Secretariat must adapt and adjust to new ways of working to assist them. COVID-19 is directly affecting people and health systems and having a massive impact on the socio-economic situation of millions of people. Marginalization and exclusion have been exacerbated, pushing an estimated 176 million people into poverty, and between 71 to 100 million people into extreme poverty.
The International Federation of Red Cross and Red Crescent Societies (IFRC) works globally to help 160 million people every year with and in support of 191 member National Societies. The IFRC’s vision is to inspire, encourage, facilitate and promote at all times all forms of humanitarian activities by National Societies, with a view to preventing and alleviating human suffering, and thereby contributing to the maintenance and promotion of human dignity and peace in the world. There is a National Red Cross or Red Crescent Society in almost every country in the world and we support them both in their programming and in developing their capacities as strong, local organisations.
Impact-based forecasting provides the information needed to act before disasters to minimise the socio-economic costs of weather and climate hazards. Through their branches, the National Societies support communities in preventing and controlling diseases, reducing disaster risk, establishing early warning and early action mechanisms, maintaining readiness for various emergencies, and helping communities respond to them.
This Code of Conduct seeks to guard our standards of behaviour. It is not about operational details, such as how one should calculate food rations or set up a refugee camp. Rather, it seeks to maintain the high standards of independence, effectiveness and impact to which disaster response NGOs and the International Red Cross and Red Crescent Movement aspires.
These Principles and Rules for Red Cross and Red Crescent Humanitarian Assistance govern National Societies and their International Federation in international humanitarian assistance (excluding armed conflict, internal strife and their direct results). Young people are key drivers in humanitarian action and development. Being meaningfully engaged as today’s and tomorrow’s leaders, volunteers, and members of affected communities, they foster community resilience. The purpose of this Policy is to set the standard in working with and for young people throughout the International Federation of Red Cross and Red Crescent National Societies (IFRC). It serves as a global point of reference to ensure consistency in decision-making and builds on and replaces the IFRC Youth Policy and Strategy (1991) and the IFRC Youth Policy (2011).
Disasters can have devastating impacts on individuals and communities. The frequency, complexity and severity of impacts are likely to increase in the future due to factors such as climate change, displacement, conflict, rapid and unplanned urbanization, technological hazards and public health emergencies. This policy covers our approach to all kinds of disasters, in all contexts, including fragile, protracted and conflict situations, in both urban and rural areas. It promotes integrated approaches so that all stages of the disaster risk management continuum are considered together in a coherent way, replacing the previous IFRC policies on Disaster Preparedness (1999), Emergency Response (1997), Post-emergency Rehabilitation (1999) and Linking Relief, Rehabilitation and Development (2001).

The Cost of Doing Nothingpresents an analysis showing that if no urgent action is taken now, the number of people in need of humanitarian assistance annually due to the climate crisis could double by 2050. Similarly, financial costs could balloon to 20 billion US dollars per year. In contrast with this pessimistic scenario, the report also shows that, if appropriate climate adaptation measures are taken now, these figures could also stabilize, and even drop. By investing in climate adaptation and disaster risk reduction—building up resilience in communities, countries and regions at risk—and by improving early warning and anticipatory humanitarian action, the world can avoid a future marked by escalating suffering and ballooning response costs.
