Commissions and committees

The International Federation of Red Cross and Red Crescent Societies (IFRC) is supported by five constitutional commissions and committees which review and advise upon different areas of our work. Composition and functions of our commissions and committees are described in Section IV of our Constitution.

Our commissions and committees

The composition and functions of the Audit and Risk Commission are described in Article 30 of our Constitution.
The Audit and Risk Commission reviews and advises upon the management of financial and non-financial risks at the IFRC. It monitors and assesses the role of our internal audit function. And it reviews matters that could significantly impact our mission and reputation.
The Chair and five Commission members are appointed in a personal capacity by the General Assembly on presentation of candidates by the Election Committee. The Chair of the Audit and Risk Commission also sits on the IFRC Governing Board.

The composition and functions of the Compliance and Mediation Committee are described in Article 32 of our Constitution.
The Compliance and Mediation Committee helps the IFRC resolve any breaches of integrity or disagreements involving member National Societies or any body within the Federation.
The Chair and twelve Committee members (three from each of the four IFRC Statutory Regions) are appointed in a personal capacity by the General Assembly on presentation of candidates by the Election Committee.

The composition and functions of the Election Committee are described in Article 33 of our Constitution.
The Election Committee monitors and supports the free and fair running of elections for positions on the IFRC Governing Board.
It is also responsible for proposing candidates to be appointed to the Commissions and Committees (apart from the Election Committee), and drawing up the list of potential candidates to be elected to the Youth Commission.
Its Chair and four members (one from each of the four IFRC Statutory Regions) are appointed in a personal capacity by the General Assembly on the proposal of the Governing Board.

The composition and functions of the Finance Commission are described in Article 29 of our Constitution.
The Finance Commission is responsible for providing financial advice and oversight to the IFRC. It comprises a chair and representatives from five National Societies who offer a wide range of collective financial expertise. One member of the Finance Commission is required to be independent of the International Red Cross and Red Crescent Movement.
The Chair and four members shall be appointed in a personal capacity by the General Assembly on presentation of candidates by the Election Committee. One member shall be appointed by the Governing Board from amongst its members.

The composition and functions of the Youth Commission are described in Article 31 of our Constitution.
The Youth Commission advises the Governing Board on all matters concerning youth and youth-related activities at IFRC. It ensures young people have a voice on the board and can feed into IFRC policies and strategies related to youth.
The Chair and its the Commission's eight members (two from each IFRC Statutory Region) are elected in a personal capacity by the General Assembly on presentation of candidates by the Election Committee. The Chair of the Youth Commission also sits on the IFRC Governing Board.

Note on elections and appointments

In sessions of the General Assembly which alternate with that of the elections of the President, Vice-Presidents and representatives from 20 National Societies (mentioned above), the member National Societies elect the members of the Youth Commission by means of an electronic voting system, and appoint the members of the Finance Commission, the Audit and Risk Commission, the Compliance and Mediation Committee and the Election Committee.

Seeking independent members of Audit and Risk Commission and Election Committee

The IFRC seeks candidates for appointment as independent members of the following governance bodies for a 2-year term, starting 2 December 2026:

One (1) member of the IFRC’s Audit and Risk Commission
Two (2) members of the IFRC’s Election Committee

Appointed members are required to participate in regular online meetings and may also be required to travel for meetings. While the positions are unpaid, travel expenses and per diems for travel periods are covered.
