Community-Based Surveillance: guiding principles

Community-based surveillance systems are a key step in improving the early detection and assessment of disease outbreaks. These guiding principles build on the extensive experience of communities, and of the Red Cross and Red Crescent Societies that support them, and offer advice on how communities can play an essential role in their own health security.
