The Empress Shôken Fund is named after Her Majesty the Empress of Japan, who proposed – at the 9th International Conference of the Red Cross – the creation of an international fund to promote relief work in peacetime. It is administered by the Joint Commission of the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross, which maintains close contact with the Japanese Permanent Mission in Geneva, the Japanese Red Cross Society and the Meiji Jingu Research Institute in Japan. The Fund has a total value of over 16 million Swiss francs and supports projects run by National Red Cross and Red Crescent Societies to benefit their communities in various ways. The first grant was awarded in 1921, to help five European National Societies fight the spread of tuberculosis. Since then, 169 National Societies have received 14 million Swiss francs. To mark the Fund’s 100th year of awarding grants, a short video was developed to highlight what the Fund stands for and showcase how it has supported National Societies through the years. The imperial family, the Japanese government, the Japanese Red Cross and the Japanese people revere the memory of Her Majesty Empress Shôken, and their enduring regard for the Fund is evident in the regularity of their contributions to it. The grants are usually announced every year on 11 April, the anniversary of her death. This year the announcement is being published earlier due to the weekend. The selection process The Fund received 28 applications in 2021 covering a diverse range of humanitarian projects run by National Societies in every region of the world. This year the Joint Commission agreed to allocate a total of 475,997 Swiss francs to 16 projects in Argentina, the Bahamas, Benin, Costa Rica, Estonia, Georgia, Iran, Kenya, Malawi, Nicaragua, Pakistan, the Philippines, Romania, South Sudan, Timor-Leste and Viet Nam. The projects to be supported in 2021 cover a number of themes, including youth engagement, disaster preparedness, National Society development and health, especially the coronavirus disease (COVID-19) pandemic. The Fund continues to encourage new and innovative approaches with the potential to generate insights that will benefit the Movement as a whole. The 2021 grants The Argentine Red Cross is taking an innovative approach to talent management using new technologies. It will use the grant to develop a talent-management module to be implemented in 65 branches, enabling the National Society to attract and retain employees and volunteers. The Bahamas Red Cross Society will put the grant towards building staff and volunteers’ capacities and expanding its network on five islands, with a view to implementing community- and ecosystem-based approaches to reducing disaster risk and increasing climate resilience. The Red Cross of Benin seek to help vulnerable women become more autonomous. The grant will support them in developing income-generating activities and building their professional skills. The Costa Rica Red Cross will use the grant to enable communities in the remote Cabécar and Bribri indigenous territories to better manage emergencies, holding workshops on first aid, risk prevention and emergency health care in connection with climate events and health emergencies, including COVID-19. The Estonia Red Cross is working to build competencies in four key areas, including in recruiting, training and retaining volunteers. The funds will support the development of a volunteer database to help effectively manage information, especially against the backdrop of the COVID-19 pandemic. With widespread COVID-19 transmission in Georgia, the Georgia Red Cross Society is working to help national authorities limit the impact of the pandemic. It will put the grant towards promoting good hygiene and raising awareness of the importance of vaccination. The Red Crescent Society of Islamic Republic of Iran is focused on building local capacity with youth volunteers by boosting small businesses in outreach areas. The grant will be used for training, capacity-building and development in local partner institutions, generating income for community members. The COVID-19 pandemic and related restrictions have affected how the Kenya Red Cross Society does its humanitarian work. The grant will be used to launch an online volunteer platform to encourage and facilitate youth volunteering. The Malawi Red Cross Society must be ready to respond to disasters due to climate variability and climate change. The funds will allow the National Society to establish a pool of trained emergency responders who can swing into action within 72 hours of a disaster. The Nicaraguan Red Cross is working to protect the elderly from COVID-19. The grant will be used in three care homes located in the municipalities of Somoto, Sébaco and Jinotepe to provide medical assistance, prevent and control infections, and promote mental health as a basic element of self-care through training and support sessions and other activities. The Pakistan Red Crescent seeks to improve how it manages blood donations. The funds will enable the National Society to increase the capacity of its blood donor centre and raise awareness of voluntary unpaid blood donation by holding World Blood Donor Day in 2021. The Water, Sanitation and Hygiene (WASH) for All project of the Philippine Red Cross aims to develop WASH guidelines and promote them in the community. The grant will be used for training and capacity-building around providing health services in emergencies. In Romania, teenagers in residential centres are vulnerable to sexual and gender-based violence for a number of reasons, including a lack of both psychosocial education and staff trained in dealing with this kind of violence through trauma-informed care. The grant will enable the Red Cross of Romania to reduce the vulnerability of 60 teenagers in residential centres by increasing knowledge and aiding the development of safe relationships. The South Sudan Red Cross is working to encourage young people to adapt to climate change by planting fruit trees. The grant will support this initiative, which aims to reduce the impact of climate change and increase food production. In 2020 the Timor-Leste Red Cross launched an education programme aimed at increasing young people’s knowledge about reproductive health. The funds will be used to expand the programme – already active in five of the National Society’s branches – to the remaining eight branches. The Viet Nam Red Cross aims to further engage with authorities and become more self-sufficient through fundraising. It will use the grant to build its personnel’s capacities by providing training courses on proposal writing, project management and social welfare.
The verdict is in: COVID-19 worsens mental health. So there can be no excuse and no delay in stepping up now to prevent a worsening and chronic catastrophe. There is no health without mental health, therefore recovery from the pandemic needs to factor in mental health and psychosocial interventions. Let’s step back and view the evidence. No group is immune from COVID-19’s insidious effects on mental health: from school children, to those of us working remotely, to the elderly. Studies have documented the extreme negative impact of the isolation caused by school closures which, at one point, saw 90 per cent of the world’s children locked out of school. A study of children in China found elevated rates of depression and anxiety. Similarly, another study found 86 per cent of Italian and Spanish parents noticed changes in their children’s emotional states and behavior during home confinement. Sadly, children at home can be more at risk of abuse and neglect, as stressors on families increase, and the structure of the school day is taken away. There is also evidence of increased risk of suicide and self-harm among young people during the pandemic. Other studies have pointed to negative consequences of increased screen time . For the wider population, the suicide risk has also climbed . And new research co-led by the International Federation of Red Cross and Red Crescent Societies (IFRC) has found older people become sicker and poorer and feel more alone as a result of living through the pandemic. To bridge the gap between ballooning mental health care needs and services, traditional mental health care systems will not be the only answer. The IFRC and its network of 192 Red Cross and Red Crescent National Societies is already part of this solution. Mental health and psychosocial support is a core part of our work. Following commitments we made to the state parties of the Geneva Conventions at the International Conference of the Red Cross and Red Crescent in 2019, we are making mental health and psychosocial support an even bigger part of our work. Globally we have provided mental health and psychological support to 7.16 million people affected by COVID-19 since the pandemic started. Volunteers and staff have taken to telephone hotlines, new digital forms of support such as webinars, videos and SMS chats. Our support comes alongside a wider expansion in new ways of reaching out to people suffering depression, anxiety, and PTSD, such as videoconferencing, online forums, smartphone apps, text-messaging, and e-mails, which evidence shows have been found to be effective ways of delivering treatment. In Armenia, Red Cross psychologists provide psychosocial support services to people and assign volunteers to those identified as struggling to provide extra help with household chores. Danish Red Cross set up a phone service for volunteers to chat with people who are home alone. A new form of support was seen in a project run by Serbian Red Cross, which published a collection ofcreative writingabout peoples’ experiences of living through the pandemic. The French Red Cross has set up Croix-Rouge Chez Vous (Red Cross at Home), combining a national call centre and the dispatch of aid to all parts of France, both mainland and overseas territories. It targets any socially-isolated person who has no connections or support from family, friends or neighbours, who are able to call in and receive a listening ear, and receive a follow-up delivery of goods if needed. Bulgarian Red Cross operates a telephone-based psychology service, where people can book free sessions online with qualified psychologists. And Italian Red Cross psychologists are on board quarantine ships for migrants, to support the mental health and protection of the most vulnerable migrants, including minors, trafficked women, pregnant women and victims of discrimination. They also support the wellbeing of Red Cross personnel. In a partnership with the IFRC, British Red Cross psychologist Dr Sarah Davidson has featured in a successful social media video series to reach new audiences. Global action With the pandemic’s effects expected to extend well beyond the current year, it’s clear more action needs to take place now if we are to be serious about preventing the deteriorating mental health of millions of people. We are recommending three key steps: A serious scaling up of mental health and psychosocial services. High attention to widening national societies’ access to new digital and other innovative means is needed. The IFRC network is well placed to facilitate sharing new practices and learning, and to work towards narrowing the digital divide. Governments and major donors should step up investment in addressing mental health problems to enable individuals, families and communities to meet the challenges brought by the pandemic. Early and effective access to mental health and psychosocial support is key to creating sustainable and healthy local communities. More care for the carers. Red Cross and Red Crescent people, who have worked through the pandemic, often when responding to other disasters, are immensely tired. We have become a more flexible workplace with increased support systems and monitoring of staff and volunteers’ wellbeing, and encourage wider formal supports for these often invisible responders. Sadly, the full effects of this pandemic will only emerge much later, robbing many people of their future dreams. Now is the time to invest more in mental health care and psychological support that works. Even a small investment can have big results. Our movement is uniquely placed to scale up engagement through the variety of new platforms and services with our networks of trained volunteers in every community. Together with our partners, we can meet increased demand with expanded and integrated services and supports.
A message of appreciation to our partners and supporters for their global spirit of togetherness March 11 is a special day for Japan. It is a day to reflect on the path we have taken, a day to think about where we are going, and a day to thank the world for its solidarity and support. It is also a day when the Red Cross and Red Crescent Movement renews its commitment to stand together against the humanitarian crises that still threaten the world. On this same day in 2011, a magnitude 9.0 earthquake and tsunami hit Japan, killing 18,428 people and displacing 470,000 others. The tsunami also caused serious damage to the Fukushima Daiichi Nuclear Power Plant, resulting in a reactor core meltdown. This was a complex triple disaster never experienced before. The Japanese Red Cross Society (JRCS) was on the ground when the disaster occurred and began immediate relief operations. Red Cross hospitals in the affected areas were at the front line in saving lives. The International Federation of Red Cross and Red Crescent Societies (IFRC) sent its representative and communication delegates to Japan to support the JRCS amid the chaos. During the prolonged evacuation of affected communities, the goodwill and solidarity from the people around the world provided hope and relief to those impacted by this triple disaster. Foreign aid provided household appliances in the temporary shelters. Children received psychosocial support in "summer camps" located in safe places away from the disaster zone where they could enjoy being outdoors with the full support of carers. In the first six months after the disaster, 894 JRCS medical teams supported hospitals and evacuation centres, treating more than 75,000 people. The JRCS distributed relief items, provided psychosocial support, restored family links, and organized blood donation drives. The world was an "eyewitness" to the disaster as livestream videos of the tsunami and the nuclear accident were broadcast internationally. Countries and their people expressed their solidarity and support for the affected communities. Out of this solidarity, National Red Cross and Red Crescent Societies in more than 100 countries and territories, as well as some governments, contributed a total of about 100 billion yen (about US$ 1.24 billion) to the relief and recovery activities of the JRCS. The JRCS used this experience to blend international and domestic support to help those most in need. This was a great learning experience for the JRCS to build its new capacity. Three months after the disaster, representatives of the JRCS, the IFRC and several sister National Societies came together to develop a recovery plan. This included providing 133,000 households with electrical household appliances, social services to support the elderly and disabled, temporary housing construction, support for children including schools and psychosocial support, rebuilding local health facilities, strengthening disaster management capacity and activities in response to the nuclear disaster. A total of 60 projects in 10 sectors have been completed, and the details of those projects can be found in theFinal Report. While many areas continue to recover from this complex disaster, some 41,000 people are still displaced, including more than 22,000 people who are unable to return to their homes due to the residual radiation. It will not be easy to restore communities to their pre-disaster state; there is still a long way to go. Japan is a country prone to many natural disasters which has brought a lot of investment in disaster prevention. However, the massive scale of the 2011 tsunami and nuclear accident taught us that preventing loss of life and mitigating against disasters is not only about investing in the hardware, but also about having a mindset that is always ready for new crises and agile enough to act before they happen. Nuclear disasters may be infrequent but when they do occur, can have devastating and long-term consequences for people and the environment. As we move forward, we have reflected we have learned from this unprecedented tragedy and how we can prepare for future disasters. Recalling the Chernobyl accident 35 years ago, we must ensure the lessons learned from the Fukushima nuclear accident strengthen our disaster mitigation and prevention measures in the event of another nuclear accident. As a first step, the JRCS, the IFRC, and several sister National Societies published the "Nuclear Disaster Guidelines for Preparedness, Response and Recovery" in 2015. The global spirit of solidarity and unity bestowed on the people of Japan saved and rebuilt lives and supported the recovery from this devastating disaster. For the past decade, JRCS has repeatedly conveyed its gratitude and thanks to the world. On this 10th anniversary memorial of this terrible disaster, we say thank you to the world again. Today we are in the midst of new crises. The COVID-19 pandemic continues to create much suffering around the world and the impact of climate change affects all of us. These crises are global challenges that can only be solved if we change our behaviour as individuals and work in a spirit of togetherness. By Georgia Trismpioti, IFRC Masouma, a young Afghani woman living at the Kara Tepe refugee camp in Greece for the last six months, is a shining example of an empowered woman. A mother of two, Masouma dedicates much of her free time to volunteering for the Red Cross. Her role as a hygiene promoter is to help her community stay aware of the biggest public health risks, to use safe hygiene practices and make the best use of the water and sanitation facilities. “I feel it is my responsibility to care for my community. I would say that no matter who you are, you have the power to impact the lives around you through volunteering,” Masouma said. She helps the community understand more about the diseases that come from poor hygiene and sanitation, as well as good hygiene practices, the best use of personal hygiene items. She visits people in their tents, and is involved in advisory, mediation and referral services. “I have learned that service is using the gifts you already possess to improve others’ current circumstances.As a young woman, it is so empowering to me to be involved with humanitarian efforts because it is the most influential and powerful thing you can do,” she said. Red Cross works to improve water and sanitation infrastructure and hygiene awareness at the camp. Training of hygiene promotion community volunteers remains a priority to encourage community ownership. “I feel proud of the work within my community and our common efforts to make Kara Tepe a better place to live. By improving hygiene, educating about hygiene, and promoting good handwashing, we have seen a significant reduction of diarrhoeal cases among children,” she says. Volunteering can also support successful integration between the different communities in the camp by fostering exchange, increased contact, and building mutual awareness. “Volunteering helped me to gain new skills but the most important is that I have made new friends from different cultural backgrounds that allows me to build an understanding that no religion or culture is better than the other but that each has its unique features!”
Ulaanbaatar/Kuala Lumpur, 12 January 2021 –Forecasts of one of the most extreme winters on record in Mongolia have triggered the release of pre-emptive emergency funds in a bid to protect the lives and livelihoods of vulnerable herders, the International Federation of Red Cross and Red Crescent Societies (IFRC) announced today. Mongolia’s National Agency for Meteorology and Environmental Monitoring has warned that more than 60 per cent of the country is at risk of an extreme winter, with temperatures forecast to plummet to extreme lows of -50C for days on end. These extreme winters – known asdzud– threaten the health and livelihoods of thousands of Mongolian herders living in the country’s remote central and southern provinces.Dzudis caused by the double impact of drought in the summer followed by harsh winter conditions. Without summer rain, grass does not grow and millions of farm animals cannot put on enough weight to survive the winter and farmers are unable to grow sufficient harvests. Mongolian Red Cross Society Secretary GeneralBolormaa Nordovsaid: “Dzuds are devastating for the herder families who rely on their animals for almost everything, whether it’s meat and milk for food, or the cashmere and skins they sell to buy supplies or pay school fees. Losing their animals mean they can quickly fall into poverty.” “Without support, extreme winter brings misery, hunger and hardship for thousands of families forcing many to move to squatter settlements outside Ulaanbaatar, our capital. This anticipatory action allows us to help some of the most at-risk people before the harsh winter sets in.” The unwelcome news of the comingDzudhas triggered the release of nearly 290,000 Swiss francs (about USD314,000) from the IFRC’s Disaster Relief Emergency Fund. This will allow the Mongolian Red Cross to support 2,000 herder families in a bid to prevent major stock and economic loss through the distribution of cash grants and animal care kits. The release of these funds come as part of the IFRC’s Forecast-based Financing approach. Under this approach, IFRC works with scientific partners to combine weather forecasts and risk analyses to develop pre-agreed thresholds that trigger the release of emergency funding with a view to limiting or even outright preventing the adverse consequences of climate hazards like theDzud.This early action is conducted in partnership with other humanitarian actors including the UN’s Food and Agriculture Organisation. IFRC’s Regional Forecast-Based Financing Coordinator, Raymond Zingg, said: “The goal of Forecast-based Financing is to anticipate disasters, prevent their impact as best as possible to reduce human suffering and losses. The key element is to agree in advance to release financial resources if a specific forecast threshold is triggered. “Simply waiting for disasters to strike is no longer an option. Climate change is bringing more frequent and severe disasters and our anticipatory action approach is helping communities move from reacting after extreme weather events to preparing before these emergencies.” In 2010, theDzudkilled more than 11 million animals and thousands of herder families were forced off the land. Mongolia’s Information and Research Institute of Meteorology, Hydrology and Environment has predicted that severe dzuds like the 2010 event will become more frequent, occurring every four to five years instead of every 10.
Hi, my name is Reyan. I have many plans for my life and my future, for the world. I want to live a life full of happiness. I want to help every child… Reyan Reyan is a painter, writer and poet. Although she uses different mediums, the story in each poem, text and painting talks about one thing: her home country Syria. The 18-year-old young woman has been through a lot; a war, loss of her loved ones, and destitution. The pain, distress and hardship can be easily seen in her drawings and words on a frequent basis. However, her determination, strength and hope are also there. The young and promising artist wants to accomplish a lot in the face of the darkness that fills her art sketchbooks and notebooks. As the Syrian war approaches the 10-year mark, here is a letter in her own words, what she wants you to know: “I am hearing a voice calling me from afar: “Girl, get up, the darkness is getting stronger and fills the country. Get up. Come on, do not give in. The darkness is getting worse. Injustice has begun. The war has eaten us with an unknown mouth. Rise up and raise your voice for the right to peace. Do not be afraid. We are with you. We all want peace; we all want our rights.” I am not one voice; I am all your voices. I am us and you are me. Let us end the darkness and let the light begin again to unleash it. I am a simple girl; I aspire simple things. Despite darkness, injustice, poverty and oppression, despite everything, I just want you to help me reach my voice. I want injustice, bullying, poverty to stop. I want peace for us. I want to defend all our rights to end the black war. An inner voice expresses my story, pain and patience. I could have told you about my story, but my story is a story of a story: homeland.” Like Reyan, many people have had to find refuge from the Syrian war and taken shelter in neighbouring countries. Nhamatanda, 20 February 2021—Survivors of Cyclone Eloise have received materials from Mozambique Red Cross Society (CVM) to construct houses and start a new life. “I would like to thank the Red Cross for giving me and my neighbours these materials. We were suffering at the camp; there wasn’t enough space. With this donation, we will be able to construct our house and live a normal life again,” said Amelia Lewanhe, one of the families that received shelter materials. Over 300,000 people have been affected by Eloise that made landfall on 23 January. Thousands were forced from their homes and have been living in temporary accommodation shelters. More than 117,000 hectares of crops were destroyed by torrential downpours and floods. The most affected districts are Nhamatanda, Buzi, Beira and Dondo. Mozambique is prone to cyclones and tropical storms which can lead to flash flooding, hundreds of deaths, and massive destruction of property and crops. Eloise struck areas that have been devastated by previous cyclones, including Cyclone Idai. In addition, this is the third time for Mozambique to be hit by a storm this season: Tropical Storm Chalane hit the country in December 2020 and in February 2021 by Cyclone Gaumbe. Speaking on Saturday during the ceremony of handing over shelter materials to 122 families, Mr. Giro Jose Custodio—the Provincial Secretary of Sofala Mozambique Red Cross Society (CVM)—said that CVM is committed to supporting the people affected by Eloise to start a new life. “We are aware of their problems from the evacuation period to this time. We are mobilizing resources to assist the remaining people in other accommodation centers. Our aim is to get all the affected people out of the accommodation centres,” said Custodio. CVM, with financial and technical support from the International Federation of Red Cross and Red Crescent Societies (IFRC) distributed shelter tool kits, kitchen sets, blankets, sleeping mats, bamboo poles, tarpaulins, ropes, and face masks for COVID-19 prevention, among others. With this distribution, the John Segredo accommodation centre has seen over 610 people moving out of the centre creating space for the remaining communities. The Red Cross has been at the forefront of the response including through anticipation and early action that saved lives. Ahead of the landfall, Mozambique Red Cross Society (CVM) staff and volunteers shared early warning messages to communities in the path of the cyclone to minimize the impact. As a result, many families were moved to safer areas, where they are receiving support from our teams. On January 23, the International Federation of Red Cross and Red Crescent Societies (IFRC) released 359,689 Swiss francs from the Disaster Relief Emergency Fund (DREF)—to help Mozambique Red Cross Society (CVM) provide immediate relief and lifesaving assistance to 1,000 cyclone-affected families for three months with regards to health and care services as well as water, sanitation, and hygiene. The road to recovery is long and the IFRC is appealing for 5.1 million Swiss francs to support the (Mozambique Red Cross Society (CVM) to continue to deliver assistance and support early recovery of 100,000 people affected by Cyclone Eloise for 12 months. The appeal focuses on shelter and essential household items (EHI), livelihoods and basic needs, health, water, sanitation and hygiene (WASH), protection, gender and inclusion (PGI) and disaster risk reduction (DRR).
Ömer Eddağavi and his family have been living on unstable income since arriving in Turkey six years ago after fleeing conflict in Syria.Relying on seasonal work on farms, forced Eddağavi to borrow money from relatives and friends when there was no job to feed his family.“It is so hard to be dependent on debts when you are responsible for a crowded family. Because you don’t know if you will be able to borrow money next time,” said Eddağavi.However, since the day they started to receive the monthly cash assistance offered by the IFRC and the Turkish Red Crescent, with funding from the European Union, Eddağavi and his family broke the vicious cycle of debt to stay afloat.“Thanks to god, we can live without being in debt and pay our bills,” said Eddağavi.More about the Emergency Social Safety Net (ESSN) Funded by the European Union’s Civil Protection and Humanitarian Aid Operations (ECHO), IFRC and Turkish Red Crescent are providing monthly cash assistance via debit cards to the most vulnerable refugees in Turkey under the ESSN programme. This is the largest humanitarian programme in the history of the EU and the largest programme ever implemented by the IFRC.ESSN is providing cash to the most vulnerable refugee families living in Turkey. The past hurricane season in the Atlantic has been one of the worst for Honduras since Hurricane Mitch, which caused more than 5,000 deaths in 1998. Hurricanes Eta and Iota, category 4 and 5 respectively, made landfall last November and entered through the Department of Paraíso, the area where Carlos Colindres, National Risk Manager of the Honduran Red Cross, usually lives. "When I confirmed that the situation could become very serious, I began to worry about my family. We were already designing contingency plans for the population, when I remembered that I had to talk to my father to warn him. I explained to him there were going to be days of heavy rain and strong winds and it was necessary to be prepared, to have provisions and to keep warm... he answered me that he had already lived similar situations throughout his life, but now he felt calmer because according to him, they were handled in a more efficient way. That's what it's all about, I told him, be prepared for giving the best response, and try to minimize the impact and save lives”. Responding during a pandemic Colindres, manager since 2014, says the COVID-19 pandemic has hindered the response of the institutions to the disaster caused by the two hurricanes, due to mobility problems and limited product procurement, among others. "The Honduran Red Cross has a lot of experience in facing endemic epidemiological situations in the area, such as dengue or zika, and we are prepared to act in adverse meteorological situations such as hurricanes or floods, but not with a pandemic of such magnitude at the same time... a country is never prepared for a situation like this." There were challenges to being able to provide quality care in a timely manner, according to Colindres. Many things failed, such as early warning systems, because there is no adequate technology available in the country to make an accurate projection and forecast. "Despite everything, our response was adequate, we arrived at the right time. The volunteers of the Honduran Red Cross, together with the national security forces under the Humanitarian Response Units UHR, were evacuating people and transferring the population to shelters and other safe places from the beginning. The Red Cross saved the lives of more than 4,900 people through water and air rescues. They also provided psychosocial support, first aid, and house cleaning... but the second hurricane, Iota, made everything worse, leaving 1.2 million people exposed to the disaster," he recalls. Being prepared Being able to respond in the most effective way to a catastrophe like this it takes many years of hard work and training beforehand. It is essential to be prepared at all levels, from institutional to local level. The key is to have adequate training and resources, as well as ongoing volunteer training. "Having a clear national response plan, which is part of strengthening our operational capacity, has helped us to plan our response. In addition, volunteers have been trained to deal with emergencies, including epidemics. Many National Societies, with the support of the IFRC, are implementing an approach we call PER (Preparedness for Effective Response) that allows us to improve our disaster response mechanism. This approach is the result of experience and best practices learned from many years responding to emergencies around the world". The passage of hurricanes Eta and Iota triggered a humanitarian crisis aggravated by the COVID-19 pandemic, which has left more than 100 dead in Honduras, millions displaced, as well as the destruction of homes, bridges, roads, crops and economic losses in the millions, which will take years to recover.
For the field team of the Guyana Red Cross, responding to COVID-19 has meant time away from families, thousands of miles by car, plane and boat, and arranging logistics for tons of cleaning and hygiene supplies destined for people living in remote corners of the country. “We have a lot of small communities that do not necessarily have internet, they are usually reached by radio or by people travelling into the community themselves to share information,” said Andrea Phillips, Guyana Red Cross COVID-19 project manager and the team lead. So that is what the Guyana Red Cross does. They work with indigenous communities, in migrant settlements, and at the markets in transportation hubs, sharing information about COVID-19 and how to stay safe and healthy. Helping people stay safe For some people their interaction with the four women that make up the team will be their only opportunity to ask questions about the disease that they have been hearing about from others. “We have found that communities are very receptive to people who take the time to come into the community, share the information … give time for them to ask questions to ensure they are clearly able to understand,” Phillips said. In St. Aslems, in Region 1, Joan Webber asked about how she would know if she or her family had come in contact with the virus. The team had come to her community by power boat and Webber sat in her small dugout canoe as she learned about symptoms. She then received a bag with hand sanitizer, soap, laundry detergent, bleach, and other supplies she could use to protect herself and her family. “People are pretty thankful for the activity and the fact that Red Cross is coming to the [river-based] communities to assist them,” said Samesta Martin-Forde, a Guyana Red Cross field officer. “It has gone far, especially in these communities where, you have a lockdown, so they cannot access [sanitation supplies], or you have poor communities where they may not be able to supply themselves,” Phillips said. Leaving no one behind Getting to St. Aslems was no easy task. Alana Prescod, who handles logistics, oversaw moving everything from toothpaste to toilet paper from Guyana’s capital Georgetown, to Mabaruma about 250 kilometers away. But there are no roads, the tons of equipment had to be flown on two separate charter flights, before being trucked to the motel room where the team slept and that served as a temporary warehouse. In the small, hot, and humid room the team worked with their masks on to pack the bags that would be given away. “I am very happy with the team that we have. It’s a small team, but a hard-working team. Each person has a role on the team and we have been able to complement each other in a way that we’ve been able to deliver the service that’s required by working together,” said Phillips. The bags were trucked to the docks to be loaded on to the boat that would take the team upriver. Over a two-day period, the team reached 80 families, moving up and down along a river. A community leader and a boat captain guided them in and out of the tight mangroves to people’s homes. The mornings were hot and sunny, but on the trip back to town the first day, it began to pour rain. The drops were hitting like needles as the speedboat raced to get them back and off the water. When they completed the work, the immediately starting meeting with other leaders in the area, to see what was needed next and by who. “I love helping persons, it always puts a smile on my face when you can give something to someone and they appreciate it, whether it is something big or something small and it makes me feel happy and I would say that’s why I am doing what I am today,” Prescod said.
By Radostina Karageorgieva, IFRC The IFRC is providing support to the Armenian Red Cross Society and Azerbaijan Red Crescent Society, in coordination with International Red Cross and Red Crescent Movement partners, to assist those affected by the Nagorno-Karabakh conflict. In many regions in Azerbaijan, houses, shops, and public buildings show the devastating impact of a 30-year-old war. After the escalation of the Nagorno-Karabakh conflict on 27 September, cities, towns and other populated areas in the country were shelled, leaving behind destruction and loss. What was once a quiet residential area is now scattered pieces of debris that families are rummaging through to recover some of their old possessions. Residents of the houses share their stories of being awoken in the middle of the night by explosions and rushing to save their loved ones. "My granddaughter screamed at the sound of the explosion", one resident recalls as he points to the place where his bedroom once stood. "All I could do was grab her and get out as soon as I could. I passed her through the window to my wife." The escalation of the Nagorno-Karabakh conflict in September has resulted in many injuries and deaths of civilians including women, children and elderly people. According to public authorities, during that time, a total of 93 Azerbaijani citizens were killed, 407 injured, and more than 40,000 households had their homes and livelihoods affected. Many of them had to leave their houses and stayed at temporary shelters such as schools, civic halls, kindergarten buildings, unheated basements or the homes of relatives or friends. Fighting also had an impact on peoples’ income and ability to earn. Farmers had difficulty reaching their fields. What’s more, this escalation had taken a heavy toll on the mental health of the population, who have already lived with the impact of this conflict for almost 30 years. Then the arrival of the COVID-19 pandemic only brought additional physical and mental health impacts. With people left without shelter and basic necessities as the winter conditions worsen, the Azerbaijan Red Crescent Society has been working with Movement partners to provide humanitarian assistance to people in need. Together, they deployed relief items to assist vulnerable households affected by the conflict. Since October, over 125,000 people in the country have received aid items, including winter clothing, bedding, kitchen sets, hygiene items, and personal protection equipment. With an agreement to end the conflict signed on 10 November 2020, many are hoping that they can start healing and rebuilding what they have lost as a result of the conflict. "We've all been through so much stress. Thank God that the war is over. Now we are getting treatment."

For millions of people in the Philippines, this is their reality as 2020 comes crashing to a close. Predictions of the increasing severity and frequency of emergencies have come true. It’s heart-breaking, exhausting, and scary. But most of all it’s frustrating as much of this human and economic toll can be prevented. We have known about the brutal effects of climate change for a long time, yet we haven’t been doing enough to fix it. Debates about the effects of climate change or whether partners should support more preparedness are failing people. If your roof blows off three times in one month and this extreme weather happens with relentless certainty, there’s nothing to debate. It is time to prepare more for what’s coming. We know that the Philippines is one of the most disaster-prone countries in the world, topping the charts with the most disasters of all countries the past two years. It’s number two for the past decade just behind China. We know the number of climate-related disasters has risen almost 35% since the 1990s. The stuff of Hollywood movies has become a reality for tens of millions of people around the world, as they face bigger, more violent storms and more disease outbreaks. For decades we anticipated another pandemic. Hollywood blockbusters told horror stories of contagious diseases. Since 2008, we’ve seen fantasy become reality with several pandemics, the H1N1 flu virus, SARS and now COVID-19. Yet somehow, the world has been taken by surprise. Let’s make no mistake, we have made inroads. Governments, humanitarian agencies and countless communities deserve credit for helping to save lives. Just seven years ago, the most destructive typhoon to hit the Philippines on record, Haiyan, killed close to 7,000 people. When Typhoon Goni hit in 2020, a storm as strong as Haiyan, less than 70 lives were lost. Still, I’m frustrated. Early on in management, I learned that when you spend significant time and money on something, it is a priority. Most of the time and money in the aid sector is still spent on response, as if we don’t know what’s coming; neither the humanitarian community, the policymakers, nor the big donors. Why are we not using our extraordinary capacity to anticipate crises to prioritize our time and money? What price do we need to place on the lives of people who have died or had their livelihoods ripped apart by disease and disaster before we change our priorities? Today, we largely know the types of risks we are going to face, where they are going to hit and even in many cases, when. Many of the answers are clear as day.Typhoons strike the Philippines every November and December. Floods always follow drought in East Africa. We know the risks and we know what to do about it. The latest study on the value of preparedness confirms what we already knew. Every dollar invested in reducing risks from climate-related disasters saves us $6 when we are fixing up the mess, according to the United States Institute of Building Sciences and the United Nations. Super Typhoon Goni packed the most powerful winds of any storm in the world last year. Together with typhoon Vamco and other major storms, they came at a huge cost, seriously affecting the lives of more than 8.1 million people. More than 425,000 homes have been damaged or destroyed. Among the millions whose livelihoods were disrupted, at least 200,000 farmers and fishermen lost their only source of income. The cost of agricultural damages totalled more than ₱12.3 billion (US260m) according to the Philippines Department of Agriculture. Together, the storms were considered the secondmost expensive typhoons on record, costing more than $US 1 billion. Money normally reserved for responding after disasters strike needs to be made available earlier and for longer-term solutions. We need to stop soil erosion, plant trees and improve drainage. We need to avoid crop wastage with better grain storage and irrigation. We need to build safer houses with stronger and more permanent foundations. We need to protect land rights and strengthen economic development and social protection programs so that people are not dependent on aid when disaster strikes. There needs to be a public accounting of how well resource allocation aligns with scientific prediction and the lessons we have learned. We must put our money where our mouth is. Failing is a dereliction of our responsibility to those most at risk and to ourselves. This past year, millions have faced often insurmountable hardships and heartache. We have a duty to protect the hope and dignity of those we pledge to support by ensuring everyone has a fair chance of a decent life. There just can’t be any more excuses.

She said she was forced to flee her home when her life was in danger arriving by boat at Lesvos eight months ago via Turkey.“I was in danger there. I had no choice but to flee. I have witnessed people getting killed, women getting raped and people’s property looted and destroyed,” she said.“Life is not easy here, but I hope that soon I will have a positive response from the Asylum Service and start a new life,” she said.Meta is one of the 72 Red Cross hygiene promotion community volunteers in Kara Tepe. She cares about her community and she relishes her role advising women on how to use and keep the shower facilities clean. Alongside other volunteers, she educates refugee women about the risks of contracting infectious illnesses in unsanitary places and how to prevent them.Spreading the right messages on hygiene good practices to help women avoid various types of diseases is more than just simple volunteering.“As a human being, I felt, within me that call, the human dignity, to channel my energy into doing something. Women need to be advised to preserve their health and I love doing that. I will be forever grateful to the Red Cross for giving me this opportunity to be useful, keep me busy and to not cry all the time over the tough life I've been through,” said Meta.Becoming a community volunteer can have a profoundly positive psychological benefit for people. Volunteering helps counteract the effects of stress, anger, anxiety and even depression, common among people who may have experienced trauma at home or on the journey to Greece.“I have a purpose within me now and as long as I’m here, I will continue working. What Red Cross is doing here is a great initiative. I encourage you to continue with such activities that make us feel strong and safe”, said Meta with a radiant smile, as she made a heart shape with her fingers.
