As the Russia-Ukraine international armed conflict enters its fourth year, the humanitarian situation is dire, with economic instability and declining international support driving many into severe hardship. While global support is shifting, the urgency of the crisis remains. Families are forced to make heartbreaking decisions—either return to Ukraine, where their lives are at risk, or remain abroad under increasingly precarious conditions. This IFRC report presents an analysis of the most pressing humanitarian needs and trends. The initiative harnesses quantitative and qualitative data from across IFRC Network, and triangulates it with secondary resources, to produce credible, evidence-based analysis. Much of the analysis contained in this report is anchored by data collected through the partnership between Ukraine Red Cross Society (URCS) and IMPACT Initiatives’ longitudinal survey of people displaced from Ukraine and returnees to Ukraine. The research and analysis contained in this report has been funded by the Belgian Red Cross, British Red Cross, Canadian Red Cross, Danish Red Cross, German Red Cross, IFRC, Norwegian Red Cross and Ukrainian Red Cross Societies.

This Competency Framework outlines the behaviour, knowledge and skill required for everyone deployed and/or working with a National Society on a regular basis, across the IFRC network.While the ownership and primary responsibility for National Society development rests with each Red Cross or Red Crescent National Society, any engagement with a National Society has the potential to support or undermine their efforts to grow, transform and develop. For this reason, the IFRC Secretariat signed the IFRC National Society Development Competency Framework in September 2023 as an internal policy to guide, shape and enhance the competencies of all those who are deployed and/or working with a National Society on a regular basis, across the IFRC.
Red Cross and Red Crescent National Society branches are uniquely positioned to serve in the frontline of service delivery because they have members and volunteers who come from the very same communities they are helping. They speak the same language, understand the unique cultural norms, and are best positioned to collect and respond to people’s view. This document outlines the key components of the multi-country Community Resilience programme for returning migrants in the Sahel Region with a primary focus on livelihoods. This five-year programme is expected to reach more than 2,025,000 people on the move and 512,000 members of host communities per year across 5 countries in the Sahel.
Endorsed by the IFRC General Assembly (2024), theYouth Engagement Strategy (YES) 2024is a global IFRC guidance document for the meaningful engagement of children, adolescents and young adults as a powerful way of strengthening community resilience.Withthe strategy, we celebrate another institutional milestone in advancing meaningful youth engagement and are reminded of the profound impact that empowered and enabled young leaders can have on global development.The YES 2024 builds on what has worked best over the past decade (YES 2013) and it better outlines the heterogeneity of children, adolescents, and young adults. Furthermore, it brings together concepts and key approaches that make youth engagement practice successful. Lastly, it better recognizes the role of young volunteers on the front lines of all our work.With the Strategy, National Societies are able to better play a critical role in protection and safeguarding and healthy development of children, adolescents, and young adults. In effect, the YES 2024 is an impactful springboard for National Societies to become a safe haven for children, adolescents, and young adults.
The IFRC Global Plan 2025 outlines how the organization will support 191 National Societies in responding at scale to the humanitarian challenges of today and tomorrow while strengthening community resilience.
The findings presented in this study ratify the pertinence of our vision and highlight the urgent need to scale up comprehensive healthcare services for migrants in the Americas. It also reveals that despite ongoing efforts, significant gaps remain in ensuring that healthcare solutions in destination countries and along migratory routes meet the needs of this vulnerable population, who often fear deportation and face discrimination, exclusion, and administrative and cultural obstacles. Our response to these challenges must be multidimensional, coordinated and adequately funded. It should also go beyond medical expertise and promote a deep understanding of the unique social, cultural, and political contexts in which migration occurs.
This scoping study aimed to improve understanding of where the IFRC Network is integrating digital tools into programmes for migrants and displaced people, including at Humanitarian Service Points (HSPs). The research documents different examples of the use of digital tools in Red Cross and Red Crescent programmes supporting people on the move globally. It also highlights sector-wide good practices and provides recommendations to enhance digital integration in humanitarian services for migrants and displaced persons, including addressing its opportunities and risks.
