Because the climate crisis will require mobilization of local efforts at an unprecedented scale, the International Federation of Red Cross and Red Crescent Societies (IFRC) network is launching the Global Climate Resilience Platform, with the objective of catalyzing at least CHF 1 billion in investment and support for locally-led climate action that reaches the most vulnerable. The IFRC aims to build coherence between the humanitarian, development and climate change agendas whilst promoting and implementing integrated risk management approaches at the national and local level to increase overall resilience.
The findings of the Intergovernmental Panel on Climate Change (IPCC) are clear: the humanitarian impacts from climate change will become more severe, frequent and widespread. These impacts are not just a future problem; they are already felt by communities around the world. Nor are they short or simple shocks; climate-related disasters collide with and compound other chronic causes of crisis – including extreme poverty, protracted insecurity, social and economic marginalization – so, the most vulnerable people are the hardest hit by climate change.
This policy brief, aimed at parties and stakeholders participating in COP27, outlines the IFRC’s perspective on the climate crisis and sets out recommendations most relevant to three topics central to the negotiations: adaptation, loss and damage, and climate finance as well as the cross-cutting important issue of locally-led action. Finally, we highlight on some of the ways IFRC is taking action in response to the climate crisis.
