This document consists of the Independent Auditors’ Report to the President of the International Federation of Red Cross and Red Crescent Societies (IFRC) on the Consolidated Financial Statements 2024, conducted by Mazars.
The International Red Cross and Red Crescent Movement is committed to addressing the needs and vulnerabilities of migrants. We do all we can to support vulnerable migrants and offer them humanitarian assistance, regardless of their legal status. This framework offers guidance to Red Cross and Red Crescent Societies on whether and how to get involved in providing health programmes for migrants in their country. This appeal to support the work on ‘Sexual and Gender-Based Violence (SGBV) in Humanitarian Crises’ is in line with the IFRC'sand National Societies' commitment to prevent and respond to SGBV in disasters and other emergencies, as outlined in the 32nd International Red Cross and Red Crescent Movement Resolution (32IC/15/R3). The appeal seeks USD 17 million over a period of 4 years (2019 -2022) to cover the activities at the global, regional and country level in Bangladesh, Burundi, Democratic Republic of the Congo, Myanmar, Somalia, Syria, Yemen, and for the Venezuela crisis to continue implementing the commitments made in the aforementioned Resolution.
As part of IFRC’s commitment to transparency and accountability, the organization’s Office of Internal Audit and Investigations (OIAI) has committed to sharing an annual summary report on its activities, including audits of its major humanitarian operations, investigations into internal complaints, and analyses of emerging risks and trends.
People forced to leave their homes by a crisis would often prefer to rent a room, an apartment, or a house rather than live in a makeshift shelter or camp. This is particularly the case in urban areas. Rented accommodation can be used to rest, and provides safety and protection whilst households recover and decide what to do next: move on, return, settle, or reconstruct. The objective of this step-by-step guide is to provide a framework for how to plan, design and implement a successful rental assistance programme. Recent large-scale epidemics and pandemics have demonstrated that it takes an inclusive and collaborative effort engaging communities to effectively prevent, detect, and respond to significant infectious disease threats and minimize their effects. Indonesia is prone to hazards such as floods, earthquakes, and tsunamis. A vast and highly-populated archipelago is also at risk for epidemic and pandemic diseases due to its natural hazard profile, large population and density, high movement of people, limited healthcare capacities and coverage, and low level of health literacy in many communities, among other factors. These characteristics increase the risk of disease outbreaks in communities. Community members are usually the first to know when a suspicious or unusual health event has occurred in their community – so enabling, empowering, and equipping communities to recognize and respond to public health threats in their midst not only makes sense but also forms an essential foundation for the concept of community-based surveillance (CBS). To operationalize this approach and strengthen community-level readiness in Indonesia, the IFRC and the Indonesia Red Cross have undertaken the Community Epidemic and Pandemic Preparedness Programme (CP3). Epidemics are a constant threat to the well-being of communities everywhere, especially in societies where resources are scarce. Managing and preferably preventing epidemics is a priority for the International Red Cross and Red Crescent Movement. This training package, which is aligned with the Community-based health and first aid (CBHFA) approach, aims to involve volunteers more effectively in the management of epidemics. It provides volunteers with basic information on infections and diseases that can easily become epidemic if circumstances in the environment change. The Epidemic Control Manual for Volunteers (the Manual), and the Epidemic Control Toolkit (the Toolkit) which accompanies it, have been written for volunteers and for trainers in local National Society branches. While not exhaustive, the two documents will familiarize volunteers with the most common epidemics and with the diseases that most frequently cause death and suffering.
This toolkit supports Red Cross and Red Crescent Societies to prepare their volunteers to respond effectively and rapidly at the very start of an outbreak. While not exhaustive, the tools will familiarize volunteers with the most common diseases with epidemic potential. They encourage volunteers to apply evidence-based methods to control the spread of these diseases in their communities, care appropriately for the sick, and, in so doing, reduce mortality. Explore the IFRC-DREF’s Strategic Ambition 2026–2030, which sets out how the fund will strengthen locally led humanitarian action in the years ahead. The document outlines a vision to make the IFRC-DREF more localized, accountable, needs-driven and adaptable, while scaling anticipatory action, improving cash readiness and supply chain efficiency, and expanding support for complex and protracted crises. Alongside five strategic objectives, the paper highlights key enablers including community engagement, protection and inclusion, environmental responsibility, stronger risk management, capacity strengthening, and more diversified, innovative financing.
This module guides volunteers and staff through the process of understanding community health, safety and resilience priorities. It covers assessment planning, ethical considerations, community engagement and the use of participatory tools such as community mapping, transect walks, focus group discussions, interviews and seasonal calendars. Participants learn how to collect, analyse and validate information with communities, transform findings into practical action plans, and use assessment results to inform programming and monitor progress. The module promotes community ownership, evidence-based decision-making and ongoing learning.
This module equips volunteers and staff with practical skills to engage communities, build trust and inspire collective action. It covers effective communication, active listening, community sensitization, identification of local resources and strengthening community participation. Participants learn how to support inclusive decision-making, establish partnerships, mobilize communities around shared priorities and strengthen resilience to health, social and environmental challenges. Through practical exercises and real-world examples, the module helps volunteers facilitate community-led solutions that are sustainable, inclusive and locally owned.
