DREF Annual Report 2021

Annual Report for the IFRC's Disaster Response Emergency Fund (DREF) in 2021. Key figures: In 2021 the DREF and the Forecast based Action (FbA) by the DREFallocated almost 42 million Swiss Francs toNational Societies to help them implement early actions, anticipate specific risks and respond to a wide range of emergencies. The fund supported 136 operations through 31 loans (that later became Emergency Appeals) and 105 grants. Collectively, National Societies reached more than 12 million people with DREF support.

COVID-19 emergency appeal: Global and regional investment cases

The COVID-19 pandemic has caused unparalleled suffering. The virus has claimed the lives of millions of people around the world, brought health systems to their knees and damaged the fabric of our society. Mental health and psychosocial support in Asia Pacific during COVID-19

This report presents case studies from four National Societies in the Asia Pacific region on how they have improved their mental health and psychosocial support (MHPSS) services during the COVID-19 pandemic: Hong Kong Red Cross Branch of the Red Cross Society of China -learn how informational and educational materials were developed in response to the pandemic, as well as the operation of the telephone- and internet-based intervention “Shall We Talk” service to relieve distress of the public. Philippines Red Cross- learn about their established COVID-19 Hotline 1158, a 24/7 hotline service set up to provide psychological first aid (PFA) for people in need, run by 15-30 volunteers trained in basic psychosocial support. Nepal Red Cross Society - learn about their mobilization of community volunteers, PFAactivities, and how they were able to reach communities via virtual sessions as well as in person. This includes a focus on suicide prevention and trainingon enhancing skills and identifying warning signs regarding suicide. Indonesian Red Cross Society (Palang Merah Indonesia, or PMI) - explore their strategies regarding tracing, monitoring and support activities. Their sharingalso sheds light on stigma, exclusion, and the consequences that these actions could have on the mental health and psychosocial wellbeing of individuals. The report also provides insights from a survey conducted into 'pandemic fatigue'.

Operational Framework for Anticipatory Action 2021-2025

Anticipatory action isa set of actions taken to prevent or mitigate potential disaster impacts before a shock or before acute impacts are felt. It is increasingly recognized as a key solution to reducing the impacts of climate change and extreme weather events. The IFRC and many National Societies have used our decades of experience in disaster preparedness to pioneer the development of anticipatory action approaches, such as forecast-based financing and the Anticipatory Pillar of our Disaster Response Emergency Fund (DREF). This Operational Framework is intended to help our network scale up and mainstream anticipatory action across our work in disaster risk management and climate change adaptation. And it sets out how anticipatory action can support the IFRC's strategic priorities and targets, as outlined in our 2021-2025 plan and budget.
